    The Division of Administration/Office of Finance and Support Services has a vacancy. This position is located in the Budget Section. This job title has an assigned pay grade of AS-618.

    AN IDEAL CANIDATE SHOULD POSESS THE FOLLLOWING COMPETENCIES:

    The Office of Finance and Support Services provides comprehensive accounting services, including financial reporting, analysis, budget development and preparation for the Division of Administration and various offices and agencies within the Executive Department. The services provided by OFSS involve a range of agency responsibilities for implementing financial operational policies and procedures, preparing and monitoring all budget functions and providing monthly and annual financial statements to ensure accurate and timely financial services. The work is performed in compliance with state, federal, grant specific and office rules, policies and procedures and are reviewed on the basis of results, reports and outside Independent audit, both federal and state.

    Minimum Qualifications

    Six years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR

     

    Six years of full-time work experience in any field plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR

     

    A bachelor’s degree plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR

     

    An advanced degree in business administration, accounting, finance, public administration, or statistics plus two years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    The Division of Administration (DOA), Office of Finance and Support Services (OFSS) provides services on a statewide basis of accounting, budgeting and financial management reporting to the Division of Administration and various state offices and agencies within the Executive Branch including the Office of Group Benefits, the Louisiana Property Assistance Agency, the Federal Property Assistance Agency, the Office of Technology Services, the Office of Aircraft Services, the Office of State Procurement, the Board of Elementary and Secondary Education, Louisiana Office Facilities Corporation, Louisiana Equipment and Acquisition Fund as well as various boards and commissions.

     

    The services provided by OFSS involve a range of agency responsibilities for implementing financial operational policies and procedures, preparing and monitoring all budget functions and providing monthly and annual financial statements to ensure accurate and timely financial services. The work is performed in compliance with state, federal, grant specific and office rules, policies and procedures and are reviewed on the basis of results, reports and outside Independent audit, both federal and state.

     

    50% 1. Prepares, reviews, monitors and reconciles assigned budgets monthly and annually. This includes revenue and expenditure forecasting and analysis. Prepares fiscal reports/documents that are submitted to internal and external stakeholders. This includes, but is not limited to, the Office of the Commissioner, Office of Planning and Budget, Office of Statewide Reporting and Accounting Policy, State Treasurer's Office, House Appropriations Committee, Senate Finance Committee, Legislative Fiscal Office, the Legislative Auditor's Office and other stakeholders as needed. Reports and documents include, but are not limited to, budget adjustment requests (BA-7s), budget request packages, and position-related reports. The monthly work the incumbent performs is analyzed in order to monitor the agency's financial strengths and weaknesses and recommendations are made for corrective measures as needed. From this work, information and resources are used in making management decisions. The incumbent exercises independent judgment and discretion in carrying out the duties and responsibilities of this position.

     

    2. Interacts routinely with stakeholders in the exchange of pertinent information related to the Division of Administration, any agency or program serviced by OFSS, as well as any party interested in budget-related revenue, expenditure and position control-related inquiries to resolve problems/issues or just Information gathering. Such stakeholders include agency program managers, internal and external auditors, fiscal and budget personnel and DOA staff and management. Light travel is required to attend off-site budget meetings.

    3. Accumulates data, maintain spreadsheets, and submits to management various reports used in the budget process, the projections of revenues and expenditures, and the development of the Statewide Cost Allocation plan and for specific reporting requirements.

    4. Interacts and confers with the Office of Planning and Budget, the Legislative Auditor's Office, Division of Administration administrators and officials and other interested parties in regards to the budget and financial operations of the agency.

    5. Applies complex federal and state policies and procedures and directives for daily operations and financial reporting.

     

    30%1. Serves as the technical specialist for contract management and preparation for the entire budget unit. All other analysts submit completed BA-22’s for review to this analyst. Technical expertise is required to fully utilize the LAGOV-SRM statewide system in their review of BA-22s. Serves as the backup fiscal approver for agencies in the absence of budget administrators.

     

    2. Serves as the technical specialist for the Louisiana Performance Accountability System (LaPAS) and is responsible for LaPAS input and reporting requirements for agencies and sections under DOA’s management. Prepares notes for variances in the performance indicators on the LaPAS database. Technical expertise in the Statewide LaPAS database is required for this position.

    3. Reviews for accuracy and completeness all updated and new organization request forms for cost centers as needed through the DOA, Office of Statewide Reporting and Accounting Policy prepared by budget staff before submitted to management for approval.

    4. The incumbent is required to be available to staff and upper management in the absence of the supervisor. The incumbent is required to train new staff.

     

    10%Reviews projects, reports, and proposed changes to performance indicators.

     

    10%All other duties as assigned, to include but are not limited to preparing special projects and reports and research data.
