JOB TITLE: Benefits Manager - Human Resources
REPORTING TO: Managing Director of Human Resources

The West Side Federation for Senior and Supportive Housing, Inc. (WSFSSH) is a community-based organization responding to the need for low-cost housing. Our mission is to provide safe, affordable housing with supportive services within a residential setting that enhances the independence and dignity of each person. WSFSSH develops, manages, and provides social services in housing for low-income persons, especially those who are older, who have experienced homelessness and who live with mental illness.
Job Summary
The Benefits Manager is responsible for the administration of all benefits programs including employee communication, benefit plan administration and leaves of absence. The Benefits Manager works closely with our Managing Director of HR, HR Partners, Payroll, Health Benefits Broker and other external partners to manage existing benefits programs as well as research and propose annual renewal changes
Please Note: This is a full-time position required to be in- house 4 days a week (35 hours) Monday – Friday 9am- 5pm.
Job Duties & Responsibilities
Benefits Management
+ Oversee the vendors responsible for administering health insurance, commuter benefits, flexible spending accounts, HRA, 403b, tuition waivers, and other benefits perks. Partner with vendors to review and analyze plan experience, cost, employee needs, trends, regulations, and practices to develop competitive programs and services to meet WSFSSH goals.
+ Manage relationships with Health Benefits Broker, as part of the role in administering the organization's benefits program, open enrollment and new hire enrollment. Manage interaction between external vendors and internal resources to establish and improve relationships.
+ In partnership with the Managing Director of Human Resources, lead the overall design and management of the Request for Proposal (RFP), vendor selection and management for health and welfare, disability, worker’s compensation, 403(b) retirement plans and financial advisor benefits.
+ Lead the implementation and administration of all health benefits & wellness programs, including group health, dental, vision, short-term and long-term disability, life insurance, voluntary benefits, EAP. and worker ’ s compensation. In collaboration with the Managing Director of Human Resources, design and manage WSFSSH’s Wellness Program, focusing on quantifiable programs to help minimize company medical costs while enhancing overall wellbeing (physical, mental and financial) of company team members.
Benefits Administration
+ Administer 403(b) retirement plan in partnership with third party recordkeeper and financial advisor. Coordinate annual 403(b) audit with internal and external stakeholders.
+ Administer all Leave of Absences in coordination and communication with the employee, HR Partners and external vendors.
+ Partner with Health Benefits Broker and Managing Director of Human Resources to develop benefit plan design for annual renewal.
+ Lead the annual open enrollment process including but not limited to updating benefits portal when plans and rules change, coordinating benefits fairs with broker, approving marketing plan offerings, and training HR Partners.
+ Maintain and distribute benefits information to inform employees of benefits programs (i.e., ADP, new hire orientation presentation, benefits guide, and WSFSSH’s website).
+ Lead benefit initiatives and promote benefits programs that increase employee engagement such as benefits fairs, retirement planning events etc.
+ Review and process benefits invoices, manage interface files to carriers and reconcile discrepancies.
+ Collaborate with the Payroll and HR teams to ensure employee information is accurate and entered in a timely manner for benefits processing.
+ Ensure compliance with applicable regulatory requirements and ensure all employer filings are completed on a timely basis. Prepare and submit all government-mandated benefit related reports.
Required Knowledge Skills & Abilities

+ Ability to interface and communicate effectively in a clear and concise manner with all levels of employees, managers, consultants, and advisors.
+ Collaborative and ability to work effectively in a team environment.
Required and Preferred Education, Experience and Credentials
+ 4-year degree from an accredited college or university or equivalent education and relevant experience. 6+ years of benefits experience.
+ Knowledge of all pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting employee benefit programs, including ERISA, COBRA, FMLA, PFL, ADA, ACA, SECTION 125, Workers Compensation and 403(b) retirement plans.
+ Professional field designation a plus. Bilingual (Spanish) a plus.
+ Demonstrated knowledge of employee health and wellness programs including processes, procedures and benefit contract language.
Physical Requirements
+ Prolonged periods sitting at a desk and working on a computer.
+ Must be able to lift or push up to 10 pounds at a time.
+ Travel within our residential sites, as needed
