    The Director of the Office of the Future of Work will be an innovative, resilient, and influential leader responsible for the successful oversight of the Office’s key initiatives: State Apprenticeship Agency and Digital Access and Empowerment Initiative, as well as shaping future initiatives the Office pursues. The Director guides the development and implementation of the Office’s strategic direction and deliverables, identifies and communicates the Office's priorities, builds the Office’s culture, and effectively manages resources, people, and operations toward achieving the CDLE’s mission and goals in accordance with state and federal guidelines.

     

    This position creates an equitable and inclusive work environment for a team of high-performing, creative professionals, and ensures accountability around employee performance objectives and CDLE values. The Director builds relationships with internal and external stakeholders, and represents the Office working with other CDLE offices and divisions, counties, local partners, foundations, the Governor’s Office, and the state legislature.

     

    The position will develop comprehensive program plans, implementing programs in accordance with state and federal guidance, and evaluating program outcomes to ensure their efficacy. This position is responsible for ensuring the timely and quality delivery of services to Coloradans, engaging businesses and supporting their needs, and maintaining effective partnerships with related state agencies and partner organizations.

     

    The position ensures the Office’s success through leadership of a strong senior management team, oversight of daily operations, employee engagement, strategic planning and operations, continuous improvement processes, and building and strengthening partner and stakeholder relationships. This is a Senior Executive Services (SES) position which serves at the pleasure of the Executive Director of CDLE. This position serves on the CDLE Executive Team.

     

    Critical to the mission of this Office, this position will oversee the development and implementation of an innovative and comprehensive strategic plan that aligns with and supports the CDLE department-wide strategy and supports the implementation of the CDLE values, vision, mission and strategic plan.

    Consistent with the state’s Universal Policy on Positions Exempt from the State Personnel System, this position will be responsible for:

    + Directly controlling, through subordinate managers, relatively large or important segments of a principal department, including the acquisition and administration of human, fiscal, operating and capital resources.

    + Direction and guidance of significant programs, projects and public policy development; and

    + Serving as an advisor, counselor, and special assistant to the department head and other senior officials that have policy making responsibilities, stand in a position of trust and confidence, or play a critical role in the attainment of the department’s or state’s strategic objectives.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

     

    Eight (8) years of relevant experience in an occupation related to the work assigned to this position,

     

    + Experience with workforce development (running a wide variety of programs)

    + Experience in people management (multiple layers of supervision)

    + Experience in strategic planning, vision setting, organizational leadership

    + Experience in budget management ($5M or more with state, federal, philanthropic funds)

    + Experience in grant management (compliance, reporting, implementation, state/federal)

    AND

    Four (4) years of senior/high level management experience. This experience may be combined with the listed eight (8) years above but must be clearly defined in the application.

    Additionally, the successful candidate must have:

    + Proven ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive.

    + Demonstrated effective leadership of staff and partners that resulted in goal and outcome attainment

    + Demonstrated effective communication skills that show the ability to present complex materials efficiently and elegantly

    Preferred Qualifications:

    + Experience in fundraising (grant writing and securing philanthropic and federal grants)

    + Experience in policy development (state or federal policy).

    + Experience in apprenticeship, digital access.

    + Experience in innovation in state or federal government (building pilot programs etc.)

    + Experience in a government setting (state, local, federal)
