    Idaho Department of Lands

     

    The Idaho Department of Lands (IDL) is seeking a full time Lands Program Specialist – Real Estate. This position will be located at the Boise Director’s Office in Boise, ID.

    Responsibilities:

    + · Support various projects over a multi-year process to dispose of and acquire state endowment trust lands as well as Surplus properties from other State Agencies.

    + · Conduct due diligence related to land real property transactions such as acquisitions, dispositions and land exchange projects between IDL and private or governmental entities.

    + · Provide technical, administrative, and strategic support for the real estate transaction process

    + · Manage databases related to real estate projects

    + · Develop and review documents for transactions

    + · Track project progress and maintain records

    + · Prepare and compile reports for internal and external use

    + · Lead task teams and support their scheduling and logistics

    + · Organize and facilitate internal and external meetings

    + · Respond to inquiries from applicants and the public

    + · Serve as a departmental liaison to internal clients, buyers, sellers, other state agencies, federal and local governments, consultants (e.g., title companies, real estate experts, appraisers, surveyors) and the public.

    + · Foster understanding, acceptance, and support for state endowment trust land programs from internal and external stakeholders.

    + · Perform project work primarily based out of the Boise staff office, with occasional assignments across Idaho.

    + · Travel up to 20%, with occasional overnight stays required.

    Minimum Qualifications

    Good knowledge of:

    Best management practices for land management activities.

    Experience:

    + Researching, analyzing and monitoring land management issues in relation to existing federal, state and local laws, rules and practices and making recommendations.

    + Serving as a technical resource within an organization on complex programmatic or technical issues, including preparing technical reports; providing guidance to co-workers, the public and other interested parties; and providing recommendations to upper management.

    Desired Qualifications

    + · Strong knowledge of real estate transactions, including acquisitions, dispositions, leasing, and related due diligence processes.

    + · At least two (2) years of work experience using Microsoft Excel, Projects, Word, Outlook, Teams, and SharePoint

    + · Experience working on real estate and large land transactions (e.g.: timberlands).

    + · Experience developing and implementing procedures and processes that support the acquisition, disposition and exchange of land.

    + · Experience interacting and communicating with the public, interested parties, government agencies and elected officials.

    + · Experience reviewing and analyzing due diligence materials such as appraisals, title commitments, maps, environmental site assessments, surveys, etc.

    + · Experience using database management systems for data collection, tracking and reporting in support of land management activities.

    + · Education Desired: - Course work in real estate, business, project management, and/or public administration. A degree in these disciplines is preferred. - Idaho Real Estate License - IREC salesperson and broker pre-license course(s)

     

    Nature and Scope

     

    The Lands Program Specialist represents an individual fully competent in all aspects of a technical discipline requiring deep understanding of business or scientific theory, or a broad understanding of involved practices, precedents, facts and conditions. Incumbents are responsible for planning, researching, organizing and implementing program or program component activities. Incumbents may serve as team lead for a project or administer contracts. At this level, the position requires interaction with outside groups, serving as departmental liaison to industry or local jurisdictions, and interacting with the public to promote a variety of state endowment trust land and regulatory or public assistance functions, as appropriate to a particular Specialty Area. Incumbents may participate on department interdisciplinary teams to address complex land management and business issues.

    Under the direction of the Idaho State Board of Land Commissioners (https://www.idl.idaho.gov/about-us/land-board/) , IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
