The Red Gate Group is seeking a mission-driven Program Manager to lead and coordinate strategic support activities for the Irregular Warfare Center (IWC) under the Defense Security Cooperation Agency (DSCA) in Arlington, VA. This is a unique opportunity to directly support a forward-thinking initiative that is redefining how the Department of Defense prepares for and executes operations in the gray zone—where hybrid threats and unconventional warfare challenge traditional approaches.
As Program Manager, you will serve as the single point of contact for all contract-related support and deliverables, overseeing a multidisciplinary team while ensuring seamless coordination between stakeholders, fellows, operational partners, and international allies. Your leadership will be instrumental in aligning cutting-edge irregular warfare (IW) doctrine, education, and global engagement strategies to shape the future of national defense.
Key Responsibilities:
+ Lead day-to-day contract execution and ensure all deliverables, schedules, and support activities meet IWC objectives
+ Coordinate across senior-level defense, interagency, and allied partners to advance IW strategy and implementation
+ Manage personnel, logistics, and operations planning in support of high-visibility engagements, instruction, and collaboration
+ Identify and resolve challenges, reporting directly to the Contracting Officer’s Representative (COR) with strategic recommendations
+ Translate IW concepts into executable programs that enhance readiness and expand force-multiplying capabilities
+ Oversee compliance, quality, and timelines of program deliverables while maintaining alignment with DSCA/IWC mission needs
Required Qualifications:
+ Active or interim TOP SECRET security clearance
+ Master’s degree in National Security, International Relations, or Business, or 20+ years of relevant experience
+ 10+ years of program management experience overseeing complex, multi-functional teams supporting U.S. Government international programs
+ 10+ years of tactical and operational experience in special operations
+ Minimum 1 year of experience in at least two of the following: personnel management, logistics, planning, protocol, public affairs, or political-military affairs
+ Strong familiarity with Irregular Warfare, gray zone strategies, and the Washington D.C. national security ecosystem
+ PMP or higher-level project management certification
+ Recent, relevant experience within the last three years
Preferred Skills and Attributes:
+ Strategic thinker with the ability to influence across DoD and allied organizations
+ Confident communicator with experience engaging senior foreign military and civilian officials
+ Deep understanding of IW policy, doctrine, and partner engagement frameworks
+ Proven success in dynamic, fast-paced operational environments
