Job Summary:
The Behavioral Program Integrity Specialist plays a key leadership role in ensuring the integrity, effectiveness, and regulatory compliance of behavioral services across The Arc Mercer. This position is responsible for oversight of program operations within the behavioral department, with a focus on implementing and monitoring data-driven systems that promote service quality, accountability, and meaningful outcomes for individuals with intellectual and developmental disabilities (I/DD).
The Specialist will lead quality assurance efforts, track outcomes, improve internal processes, and ensure that all behavioral services meet regulatory requirements and agency standards. This position works collaboratively with clinical teams, direct support professionals, and leadership to uphold the integrity of service delivery and drive continuous improvement.
Key Responsibilities
+ Program Integrity Oversight: Provide leadership and accountability for the behavioral department's program integrity, ensuring alignment with state regulations (DDD/Medicaid) and internal policies.
+ Data-Driven Monitoring: Develop and manage systems for collecting, analyzing, and utilizing behavioral data to evaluate effectiveness, identify trends, and inform decision-making
+ Systems Improvement and Incident Management: Identify gaps in behavioral service delivery, documentation, and tracking systems; design and implement improvements that increase efficiency and compliance. Oversee incident management, clinician oversight and lead all efforts to manage outcomes.
+ Quality Assurance: Conduct regular quality checks on service delivery, behavior plans, data collection, and staff implementation fidelity
+ Outcome Evaluation: Monitor and report on individual and program-level outcomes; recommend changes to improve results and service quality
+ Regulatory Compliance: Ensure full adherence to DDD, Medicaid, and agency requirements related to documentation, billing, and service provision
+ Documentation Oversight: Review and maintain records of Behavior Development Plans (BDPs) and related behavioral documentation to ensure accuracy and compliance
+ Collaboration & Communication: Work closely with behavioral clinicians, direct support staff, families, and administrative teams to support coordinated, person-centered care
+ Training & Support: Provide ongoing guidance and technical assistance to staff regarding program integrity expectations, data systems, and compliance practices
+ Audit Readiness: Maintain documentation and systems that are always prepared for internal or external audits or reviews
Minimum Qualifications
+ Bachelor's degree in psychology, applied behavior analysis, human services, healthcare administration, or a related field (Master's preferred)
+ Minimum of 5 years of experience in behavioral health, program oversight, or quality assurance, preferably within services for individuals with intellectual and developmental disabilities (I/DD)
+ Demonstrated experience in developing, monitoring, or auditing behavioral support systems and data tracking tools
+ Strong understanding of Applied Behavior Analysis (ABA) principles and regulatory requirements under DDD and Medicaid
+ Proven ability to lead quality improvement initiatives and drive compliance in clinical or behavioral settings
+ Excellent analytical skills with the ability to interpret data, evaluate outcomes, and recommend data-informed solutions; intellectual curiosity.
+ Strong organizational and time-management skills; able to manage multiple priorities in a fast-paced environment
+ Exceptional communication and interpersonal skills with the ability to train and support staff at all levels
+ Proficient in electronic documentation systems, Microsoft Excel, and audit-ready data management
+ Valid driver's license with a clean driving record (no more than 3 suspensions or moving violations in the past 3 years)
