Reporting to the Executive HR Director or their designee, the Human Resources System Specialist supports the development, implementation, and optimization of the department’s HRIS platforms, including CUNYfirst. They will oversee the onboarding and separation activities, including the execution of exit interviews and non-medical leave management. This role involves partnering with CUNY in the successful launch of the new HCM system, aligning with the college’s objectives for academic excellence and operational efficiency. The HR System Specialist is responsible for safeguarding the integrity of the internal database and systems. They will collaborate closely with HR team members and internal/external stakeholders to comprehend business objectives, develop business requirements, and handle documentation, reporting, and analysis in strict adherence to CUNY regulations, college policies, and collective bargaining agreements.
In addition to the CUNY Title Overview information, other key duties include, but will not be limited to, the following:
- Oversee the job development, posting, selection process, and onboarding for all searches for the College.
- Maintain an in-depth understanding of CUNY rules and regulations, relevant laws and guidelines, collective bargaining agreements, and College policies, and applied these to current human resources policies and guidelines.
- Supervise and administer HR actions in HCM’s Position Management, TAM, Workforce Administration, including tasks such as posting job descriptions, processing name changes, new hires, faculty and staff actions, including appointments, reappointments, reclassifications, fellowship leaves, step increases, promotions, tenure, and separations.
- Implement procedures to extract, verify, and correct data as appropriate; lead the review of system data and make corrections as necessary while adhering to CUNY and College deadlines.
- Provide support to all faculty and staff members in relation to policy and procedures, governance, and the CUNY/PSC contract.
- Advise employees and managers on human resources policies and guidelines; provided a high level of customer service in assisting members of the College community.
- Act as a liaison on behalf of HR with the College IT team, Central Office units, and external vendors for all system implementations, issues, and requests.
- Train staff and the college community in the usage of all systems and provide written instructions or operating procedures.
- Supervise full-time and part-time staff responsible for conducting operations in the Human Resources Office, and administer all aspects of the professional evaluation process.
- Coordinate Chancellor University Report activities.
- Manage the HR mailbox by responding to or forwarding emails to appropriate stakeholders, in addition to completing special projects as needed.
QUALIFICATIONS
MINIMUM
Bachelor’s degree and four years’ related experience required.
PREFERRED
- Two years of Human Resources experience in higher education with a focus on HRMS systems such as Oracle/PeopleSoft
- Detail-oriented and accurate with strong critical analysis, evaluation, and research skills.
- Customer-focused, pro-active, flexible, and collaborative work style
- Strong organizational and follow-through skills to develop and execute work plans, prioritize work, manage multiple assignments, and meet deadlines.
- Strong work ethic and character with high personal integrity to handle documents with the utmost discretion, maintain confidentiality, and safeguard sensitive staff-specific information.
- Ability to present and communicate technical information professionally, clearly, and effectively in oral, written, and graphic form
- Computer proficiency in Excel, LMS, HRIS Platforms, databases, and programs, plus Microsoft Office programs and remote/virtual meeting and collaboration tools (MS Teams, Zoom, etc.).

- Advises employees and managers on Human Resources policies and guidelines; provides a high level of customer service in assisting members of the College community
- Supervises and administers one or more human resources programs such as recruiting, pay administration, employee orientation, employee benefits, data entry and recordkeeping, and performance appraisal/reappointment practices
- Maintains an in-depth understanding of CUNY rules and regulations, relevant laws and guidelines, collective bargaining agreements, and College policies, and applies these to his/her areas of responsibility
- Investigates regarding sensitive employee issues or complaints
- Helps create innovative communications such as manuals, web pages, or employee meetings and provides these to the College community
- Performs related duties as assigned.

COMPENSATION AND BENEFITS
Salary range is $72,667 to $82,928; commensurate with qualifications, education, and experience.
CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will increase by approximately 9.54% with an additional increase of 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
