Purpose:
The School Approval and Enrollment Specialist represents a team within the Office of School and Student Supports. This specialist needs to be self-motivated and flexible to meet needs in a timely fashion – from questions around school approval procedures to interpreting enrollment statute to supporting home instruction. Many of the concerns that come to this specialist are sensitive and need to be handled with the utmost professional manner and with transparent and effective communication. This specialist also needs to build relationships and understanding across the Maine DOE as approval and enrollment processes encompass details across the entire spectrum of Maine education.
The primary purpose of the position is to approve State public and private schools; to plan, develop, organize and administer the systems, and to provide internal and external stakeholder guidance, related to public and private school approval and student alternative compulsory attendance and enrollment options; and, to broker relationships and provide individual technical assistance related to enrollment. The position serves as the subject matter and policy expert on school enrollment requirements for schools, Maine DOE and other agencies, and families/communities throughout the State. The position performs high level legal analysis regarding student enrollment, eligibility and school approval/inspection, and serves as primary client subject matter decision maker for school approval and home instruction data information system design. Policy recommendations and authoring legislation and rules are also within the realm of this position.
Knowledge, Skills, and Abilities:

+ Knowledge of and background in database management in order to correctly and efficiently apply policy to communicate data needs
+ Analysis of data
+ Ability to bring respectful, honest, and accurate information to bear on sensitive situations
+ Knowledge of state and federal data requirements and of laws, rules, and regulations regarding collection, utilization, and student information privacy rights
+ Ability to identify and analyze issues, reach logical conclusions, and make sound recommendations/decisions
+ Ability to work independently and efficiently
+ Ability to communicate effectively orally and in writing
+ Ability to establish and maintain effective and collaborative working relationships
+ Participation in policy decision-making processes, knowledge of state education statute and ability to interpret, apply, and explain statutory requirements regarding student eligibility and school approval to all Maine DOE constituencies
+ Knowledge of legislative process and ability to draft legislative language and rules, and legislative testimony and reports
+ Knowledge of Microsoft Office Suite and supporting programs and the ability to create data extracts and reports from these programs
MINIMUM QUALIFICATIONS
+ Advanced education, training, and/or experience in Education, Human Resource Development, Psychology, Business Administration, or a related field with demonstrated experience in staffing, training, multimedia promotions, and/or business planning.
