General Statement of Duties / Distinguishing Features of the Class
Are you detail-oriented, community-minded, and ready to serve on the front lines of public trust? The City-County is seeking a dedicated Tax & License Clerk to collect and process funds for vehicle titling, licensing, and tax-related transactions. This position plays a vital role in ensuring accurate and timely service for residents while maintaining the integrity and accountability of our financial systems
This is responsible clerical work involving issuing a license, title and/or permit, determining taxes or fees and collecting payments. The work is performed under the direction and supervision of the Treasurer, but some leeway is granted for the exercise of independent judgement and initiative. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with Departmental employees, supervisors and the general public.
This position is covered under a Collective Bargaining Agreement between the City-County of Butte-Silver Bow and the Federation of Butte-Silver Bow Public Employees, Local no. 4372, MFPE Clerks.
Examples of Essential Work (Illustrative Only)
+ Conducts titling of vehicles according to established policies, issues plates; maintain online renewals and checks and verifies that all necessary paperwork and signatures are present;
+ Conducts titling of out of state transfers according to established policies, issues new titles and checks and verifies that all necessary paperwork and signatures are present;
+ Registers motor vehicles and issues temporary stickers, and receipts according to established policies, including boat registrations, personalized plates, special mobile equipment, vehicle renewals, moving decks, out of state trip permits, various stickers and decals;
+ Collects all related fees;
+ Contacts customers via letter regarding various subjects;
+ Maintains a complex and accurate filing system on letters, titles, military documents, handicap forms, 2290 forms for heavy highway use and correct mailing addresses are in place;
+ Operates computer registrations for renewals, issues receipts and enters any necessary information and changes;
+ Balances daily cash receipts, signs, dates and files balance sheets including locating all errors or out of balance cash;
+ Applies laws and regulations determine truck size, value, trailer assessments, G.V.W.fees, lien and title fees;
+ Issues decals as appropriate;
+ Opens mail; sorts and processes titles, files liens and renewals;
+ Assists residents, car dealers, and banks regarding title work inquiries, exercising customer service techniques;
+ Proofreading of title work sent by dealers, banks and customers;
+ Manages, receives and stocks inventory;
+ Receives and processes property taxes, delinquent taxes and renewal of business licenses;
+ Operates office machines and equipment;
+ Performs patient, pleasant customer service and refers difficult problems;
+ Attends meetings, conferences and workshops as requested and authorized;
+ Performs all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complies with the Health & Safety Program; maintains work area in a safe and orderly manner; identifies and reports unsafe conditions; reports all accidents; wears required personal protective equipment; and attends safety-related meetings, training sessions, fit testing, etc.
+ Performs all duties and work assignments in compliance with project quality requirements.
+ Acts responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.
+ Performs other duties as assigned.
Required Experience, Training, Knowledge, Skills, and Abilities
+ Thorough knowledge of the policies, procedures, activities and operations of the department.
+ Thorough knowledge of office terminology, procedures and equipment; operate credit card machine.
+ Good knowledge of general accounting theory, principle and practice.
+ Ability to think clearly under pressure and maintain personal composure.
+ Ability to handle a high volume of work with a very low error rate.
+ Ability to type and make computer entries at a reasonable rate of speed.
+ Ability to accurately calculate charges, handle money and make correct change.
+ Ability to establish and maintain financial records and files and to prepare reports from such information.
+ Ability to handle a variety of financial and administrative support tasks under the pressure of fixed time deadlines.
+ Ability to perform work with speed, accuracy and attention to detail.
+ Ability to make decisions in accordance with established policies and procedures.
+ Ability to independently solve problems within assigned areas of responsibility.
+ Ability to establish and maintain effective working relationships with employees, supervisory personnel and the general public.

Acceptable Experience and Training
+ Graduation from high school; and
+ Some experience in general office duties, money handling and customer service; or
+ Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Special Qualifications
+ Must possess a current Montana Driver’s license or have the ability to obtain one within a reasonable period of time after employment.
+ Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance:
•2.08.010 Residence during employment. From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow. (Ord. 85 § 1, 1979)”
Essential Physical Abilities
