    Summary :

    Provide supervision and oversight of daily activities of assigned Rail Training Principal Supervisors(s), Locomotive Engineers, and Conductor Instructors (T&E), including leading, training, coaching, mentoring, onboarding, and evaluation.

    Roles and Responsibilities:

    + Leading by example, supervise Principal Supervisors and T&E Senior Training Specialist Instructors in planning, directing, and distribution of work.

    + Liaise with external agencies and multiple stakeholders to assess business trends for continuous improvement.

    + Supervise Principals in managing the presentation and delivery of technical training programs, ensuring best practices within industry standards are developed and maintained.

    + Collaborate with the RTD’s Instructional Design & Development Team (IDD) to analyze, continuously update, and improve training syllabi and materials to advance strategic learning priorities.

    + Partner with the Director of Rail Training to evaluate training programs and analyze performance data metrics to determine the level of performance improvement required or achieved as a result of training initiatives.

    + Supervise Principals in evaluating and reviewing training materials developed by equipment manufacturers and external training consultants and finding ways to incorporate data to update program training materials.

    + Provide Rail Operations and Human Resources with internal consulting services on program training and employee development issues.

    + Partner with the CFR Compliance Specialist to maintain compliance with FRA requirements, including but not limited to initial and refresher training.

    + Participate in all training-related projects as assigned, including but not limited to assistance at conferences or programs and any other projects required by management.

    + Promptly conduct annual performance management appraisals for direct reports and design development plans for employees within the supervisory scope.

    + Responsible for the development, oversight, budget allocation, and financial management for T&E programs.

    + Responsible for the review and oversight of the RTD dashboard & data model to efficiently manage T&E training data and statistics.

    + Ensure all training activities and programs are aligned with organizational goals and regulatory requirements.

    + Perform other duties as directed.

    This Position Supervises:

    • Principal Supervisor Training Specialists (ACTP/LETP)

    • Sr/Training Specialists (ACTP/LETP/Mechanical-Technical Instructors) as needed

    • PTC Simulator Training Specialists (as needed)

    • Second Day Instructors (as needed)

    • Special Duty (as needed)

    Education, Experience and Qualifications:

    Minimum:

    + Bachelor’s Degree in Transportation, Business Administration, Liberal Arts, Vocational Education, or related area from a US Department of Education-accredited college or university.

    + Eight (8) years of experience in transportation, technical training, rail management, or program facilitation.

    + Minimum of five years experience in management position supervising direct reports.

    + Demonstrated leadership skills, including leading by example, effective communication skills, and the ability to develop effective business partnerships with various stakeholders.

    + A maximum of two years of closely related experience can be substituted for education requirement.

    Preferred:

    + Experience in the design, development, presentation, and evaluation of technical skills and management development training programs is desired.

    Knowledge and Skills:

    Essential:

    + Proven ability to supervise, coach, motivate, and mentor employees.

    + Demonstrated ability to work with internal/external stakeholders and business partners.

    + Demonstrated subject matter expertise in Locomotive Engineering and Conductor programs.

    + Ability to think strategically and address future challenges in alignment with long-term organizational goals.

    + Exceptional written and verbal communication skills.

    + Experience instructing in both classroom and remote learning environments.

    + Ability to cultivate strong internal and external business relationships to drive business improvements.

    + Proficiency in using Microsoft Office tools (e.g., Word, Access, Excel, PowerPoint, and MS Teams), and other computer programs, and technology with strong presentation, written, and verbal skills.

    + Strong problem-solving and analytical skills.

    + Ability to adapt to rapidly changing environments and technologies.

    Preferred:

    + Ability to proactively recognize opportunities for improvement and development, and the ability to execute new ideas to improve training programs are desired.

    + Experience in change management processes and implementation.

    + Proficient in utilizing Smartboard and other technologies to enhance Train & Engine training operations.

    Certificates, Licenses, Registrations:

    + Appropriate certification (e.g., NORAC, Locomotive Engineering Certification, Conductors Certification) is required based on assignment.

    Working Environment:

    + In person/Office/Remote/Field

    Physical Demands:

    + Ability to work on a computer both remotely and in an office environment.

    + Ability to stand during in-person training sessions to evaluate Instructors/Trainees.

    + Ability to climb onto all locomotive cars to evaluate Instructors/Trainees during fieldwork exercises.

    + Ability to walk track distance (approx. 1 mile) as needed to evaluate Instructors/Trainees during field training exercises.
