PRIMARY OBJECTIVE OF POSITION:
This role provides programmatic, technical and acquisition support to the Joint Explosive Ordnance Disposal (JEOD) program. The ideal candidate will possess a strong background in program management with experience supporting defense or federal programs. They need to closely support the Program Manager/Asst Program Manager run their program to include interactions with stakeholders, tracking status, and budget development, management, and justification. This role requires a strategic thinker who can proactively engage with cross-functional teams and drive continuous improvement to ensure mission readiness and operational success. They bring strong leadership, organizational, and technical expertise. This person should be somewhat familiar with JEOD tools and equipment and should be able to support the modernization and life cycle sustainment efforts of DOD equipment. Specifically, have an understanding of ISEA tasks associated with market research, ECP management, technology assessments, and then the necessary external activities necessary to account for safety, Cyber, ILS requirements for a capability to get to transition.
MAJOR DUTIES & RESPONSIBILITIES
+ Support the generation of acquisition plans and strategies with an understanding of how to ensure joint adoption through standard interfaces
+ Develop cost estimates, schedules, conduct research for program initiatives, draft necessary documentation for acquisition purposes, etc
+ Assist in managing program budgets and schedules to support the planning, sustainment, and modernization of IT systems and digital tools
+ Help coordinate cross-functional teams from government and industry to facilitate the delivery of reliable, scalable technical solutions
+ Proactively support the Assistant Program Manager (APM) by supporting the modernization and life cycle sustainment efforts of DOD equipment
+ Draft and prepare briefings, staffing plans, monthly reviews
+ Track actions/minutes and maintain continuity of accountability with the APM for various service providers
+ Help lead planning and execution efforts for software development and deployment across multiple platforms and systems
+ Support system lifecycle activities including software development, deployment, maintenance, updates, and user support to maintain system reliability and minimize downtime
+ Explore and plan the integration of emerging technologies to improve operational efficiency and mission effectiveness
+ Collaborate with subject matter experts (SMEs) to gather requirements, align priorities, and support milestone achievement
+ Build and maintain strong relationships with key stakeholders across DoD and industry to inform capability development and milestone planning
MINIMUM QUALIFICATIONS
+ Active Secret Clearance
+ 5+ years of experience
+ 3+ years of experience supporting a US Navy or Joint acquisition program
+ Bachelor’s degree in engineering or related field
+ Knowledge of the Navy Acquisition process
+ Ability to generate, evaluate, and guide technical reports, briefings, and other stakeholder communications
+ Strong written and verbal communication skills
+ Strong organization and time management skills with the ability to quickly turn-around requests
+ Flexible and readily adaptable to changing responsibilities
+ Ability to attend and organize program reviews/site visits/field tests
