    The City of Stockton is seeking to fill one (1) vacancy of a Grants Analyst. The position will work with federal and state grant programs. The Grants Analyst position will work under the Affordable Housing programs unit and the role will include but is not limited to assisting with administration state and federal grants as well as managing multiple projects for purposes of implementing related projects funded by state and federal grant sources.

     

    Under general supervision, the Grants Analyst performs a variety of duties, including but not limited to analyze and interpret complex data, reports, and program regulations, review and analyze complex project proposals including budgets and eligibility determination, oversight of project compliance; apply monitoring policies for project performance; preparation review and analyze complex invoice packets for reimbursement approval/denial, developing of accounting, statistical, and clear and concise narrative written reports; conduct research analysis and provide recommendations both orally and in writing; compliance ; assist in analyzing and/or developing policies and procedures; serve as the liaison between the City and project partners; effectively communicate project related matters both orally and in writing; be able to adapt to changing priorities; and possess the drive and initiative to complete projects within required deadlines.

     

    The City of Stockton is seeking innovative, analytical, and technically proficient individuals with strong analytical skills, intermediate to advanced computer software skills (including but not limited to Word, Excel, Power Point, Adobe, etc.), detail oriented and driven individuals able to work in a fast paced environment. The candidate must have the ability to communicate effectively (orally and in writing) and collaborate with a wide range of individuals. Experience with effective grant administration techniques, budgeting, contracting, and interpreting federal and state regulations is desired.

     

    Incumbents typically work a 9/80 schedule: 7:30 AM to 5:30 PM Mondays - Thursdays; 8:00 AM to 5:00 PM Fridays, with every other Friday off.

     

    Incumbents in this position are covered under Civil Service and are represented by SCEA- Professional and Technical Services Bargaining Unit (Classified/Represented).

     

    Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting.

     

    Under general supervision, provides professional level support to the City’s grant programs including Community Development Block Grant Emergency Solutions Grant (ESG) and Home Investment Partnership (HOME) programs as well as other federal and state funded grant programs; manages a variety of administrative tasks including grant compliance review, processing contracts and verifying documentation; works with other City divisions/departments and community-based organizations to develop and administer City funded programs; performs other duties as assigned.

    CLASS CHARACTERISTICS

    This is a single class with responsibilities for coordinating grant activities. This class may provide technical and functional direction to office support staff and/or temporary employees.

     

    PRINCIPAL DUTIES (Illustrative Only)

     

    + Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs;

    + Conducts financial and program monitoring to ensure compliance;

    + Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City management or Council for approval;

    + Works closely with granting agencies in preparing grant applications, budgets, environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports;

    + Reviews invoices for compliance and forwards to clerical staff to process payment;

    + Solicits proposals for CDBG, ESG and HOME programs from eligible City Departments and nonprofit agencies and prepares grant recommendations;

    + Explains program requirements to potential applicants and ensures their activity meets existing program guidelines;

    + Provides technical assistance/ training to sub-recipients and monitors grant sub-recipients for compliance;

    + Reviews applications for funding under grant guidelines and determines eligibility;

    + Assists with the preparation of the grant budgets for City Council approval;

    + Centralizes information regarding grant activity;

    + Develops, coordinates, and monitors grant funded programs designed to support City goals to serve residents coordinates work with staff in other divisions/departments, the school district, and community agencies;

    + Writes grants to obtain funding for programs and submits grant close-out materials;

    + Researches demographic and statistical data necessary for grant applications;

    + Markets programs by attending neighborhood meetings, develops marketing materials, and advertising;

    + Works with City Attorney’s Office to ensure agreements with recipients of the City’s grant funds are legal, binding, and in compliance with specific requirements;

    + Reviews and approves applications for programs;

    + Tracks financial transactions and creates internal reports; and

    + Performs related duties as assigned.

    QUALIFICATIONS

    Education/Experience:

    Possession of a Bachelor’s degree from an accredited college or university with major course work in business or public administration, political science, social welfare, urban studies, or a closely related field. Experience coordinating grant and/or housing programs may be substituted for the required education on a year-for-year basis.

    Other Requirements :

    Must possess a valid California Class C Driver’s License.

    Knowledge of :

    + Principles, practices, and techniques of program and grant fund administration and monitoring;

    + Methods and techniques of project activity management/coordination;

    + Principles of grant application and proposal preparation;

    + Mathematics and program budgeting;

    + U.S. Department of Housing and Urban Development (HUD) CDBG/ESG and HOME policies, procedures, rules, regulations, terminology, reporting requirements, and schedules;

    + Grant record keeping and budgeting;

    + Federal and state grant requirements/regulations and grant processes;

    + Types and functions of local non-profit social service agencies and activities;

    + Affordable housing programs, issues, and resources;

    + Mathematics and program budgeting;

    + Principles and practices of effective communication, written communication, and group dynamics; and

    + Use of a personal computer and software applications.

    Skill in :

    + Analyze and solve complex problems that involve collaborating with one or more parties;

    + Interpret and apply appropriate regulations;

    + Administer and monitor contracts and grant funds;

    + Keeping accurate records and files and review for compliance;

    + Communicating effectively both orally and in writing;

    + Analyzing data, develop strategies, and write complex reports in a clear and effective manner;

    + Developing and maintain cooperative relationships with City staff and work effectively with other government entities and social service agencies;

    + Working independently under general supervision to complete assignments in a timely and accurate manner;

    + Articulate both sides of an issue and define consensus among competing interest groups; and

    + Exemplify an enthusiastic, resourceful, and effective service attitude with the public, co-workers, and City staff.

    Physical/Mental Abilities:

    + Mobility - Constant sitting for long periods of time while operating a keyboard; frequent bending and twisting of neck and waist; occasional walking, squatting, climbing stairs and kneeling;

    + Lifting – Occasional lifting/carrying of 30 pounds or less;

    + Vision - Constant use of overall visual capabilities; frequent need for use of color perception, hand/eye coordination, reading and/or close up work;

    + Dexterity - Constant holding, grasping, typing, repetitive motion and writing;

    + Hearing/Talking – Constant hearing and talking of normal speech in person and on the telephone; occasionally speaking in front of large groups of people;

    + Emotional/Psychological – Constant concentration, decision making and public contact; occasional ability to exercise sound judgment, especially under stressful situations; and working alone and traveling;

    + Working Conditions - Primarily performed in an office environment which is typically moderately quiet but may be loud at times and at some locations.

    The Examination:

Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination.
