    Job Description

    Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).     Responsiblities

     

    The Senior Engineer in this role will serves as a Civil Engineer for roads, construction and water systems in the Roads & Grounds Department within the Fleet & Critical Site Infrastructure Division and will report to the Roads & Grounds Department Manager.

    Key Responsibilities

    + Offer technical advice in the planning, coordination and supervision of technical aspects of road construction projects.

    + Conduct road construction activities in accordance with Nevada Department of Transportation (NDOT), Clark County Public Works (CCPW,) American Society for Testing and Materials (ASTM) standards and American Association of State and Highway Transportation Officials (AASHTO) Road and Paving Standards.

    + Will perform engineering responsibilities for NNSS water and waste systems and be familiar with American Water Works Association (AWWA) standards and Nevada Water Environmental Association (NWEA) standards

    + Will acquire necessary waste and water licenses as needed.

    + Will be the SME and technical lead for maintenance and installation of asphalt surfaces for roads, road chip, parking areas, including road marking and appropriate signage.

    + Provide strategic and technical direction to immediate management and fellow engineers.

    + Will develop strategies within defined corporate goals and deliverables that comply with laws, codes, orders, and DOE policies and procedures.

    + Develop, update and maintain the roads, grounds and water systems asset management plans to include performance objectives, parts and materials, life cycle analysis, future and projected analysis of water and road systems needs including maintenance schedules and maintenance of equipment.

    + Other duties and responsibilities as assigned will be required.

    Qualifications

    + Bachelor’s degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET) required for Civil, Mechanical and Electrical engineering degrees

    + Or, Calculus-based STEM bachelor’s degree in engineering

    + Or, for Architects, Certification from the National Council or Architectural Registration Board (NCARB)

    + Or Professional Engineer license

    + Plus at least 5 years’ relevant experience. _Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge; graduate research experience may be recognized._

    + Able to acquire waste and water licenses.

    + Knowledge of how codes and standards of other disciplines affect their discipline.

    + Proficient with current Industry Standards, and Recommended Practices to adequately fill this position.

    + Familiar with common issues related road construction including mix segregation, laydown, compaction and joints.

    + Extensive experience with road maintenance issues including repairing defects, techniques for extending function and service life of permanent roads, and maintaining road safety & signage.

    + Familiar with American Water Works Association (AWWA standards) and specifications.

    + Ability to interpret codes and standards applicable to the position.

    + Familiar with the Nevada Water Environmental Association (NWEA) requirements.

    + Familiar with NDOT and CCPW specifications for Prime Coat, Seal Coat, Surface Treatment, Bituminous Materials, and Aggregates for Bituminous Courses.

    + Familiar with pavement management methodology.

    + Able to work under supervision of more senior Professional Engineers.

    + Willing to implement best practices for engineering, procurement, and construction.

    + Able to work within cross-disciplinary teams.

    + Demonstrated ability to work on multiple and diverse tasks both in office and in the field.

    + The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada

    + Work schedule will be 4/10s Monday through Thursday (subject to change).

    + Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    + Must possess a valid driver’s license.

     

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE L-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg1-pgchg) , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

     

    **Department of Energy L Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.     Annual salary range for this position is: $99,340.80 - $149,011.20.
