Summary The Office of Attending Physician (OAP), is in search of a Safety and Occupational Health Manager to serve in the fields of occupational health, environmental health, infectious disease prevention, food service sanitation, pest control and general administration. The responsibilities involve planning, developing, administering, evaluating and promoting programs and activities concerned with the elimination and prevention of environmental and occupational health hazards. Responsibilities LEADERSHIP AND MANAGERIAL RESPONSIBILITIES Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Supervises staff conducting inspections of food service facilities for preventing the occurrence or transmission of disease and to ensure compliance with applicable regulations. Manages the activities of one Safety and Occupational Health Specialist, one to three Occupational Health Technicians and an administrative support position for the program. May also manage the activities of other employees to support the mission of the OAP. SAFETY AND OCCUPATIONAL HEALTH PROGRAM IMPLEMENTATION Organizes and executes a comprehensive agency safety and health program dealing with a wide variety of high safety risk activities/constantly changing hazards. Provides advice to the Attending Physician on occupational health and environmental health matters and offers guidance throughout the agency relative to complex program-related problems and interfaces with pertinent institutional and program offices. With the OAP receiving accreditation from the Joint Commission for Accreditation of Health Facilities, the incumbent ensures that all internal policies and procedures are consistent with the Commission’s requirements. In addition, for this accreditation, the incumbent functions as the Infectious Disease Control Officer for the OAP. ON-SITE INSPECTIONS Acts as technical authority on safe work environments and safe working conditions in major agency organizational components. Conducts, arranges, and/or manages comprehensive occupational, safety, health, and environmental on-site programs. Performs advanced studies of physical and biological hazards which may negatively impact employee occupational safety and health. Performs extensive studies of chronic occupational health hazards. Observes lead exposure on the Capitol Police firing range; levels of mold, bacteria, and other biological agents in the Capitol complex; presence of blood-borne pathogens; employee exposure to asbestos and radiation; and other similar situations. Designs plans for ameliorating these problems, builds consensus and support for solutions to these problems, and offers policies to eliminate the underlying causes of these problems. Plans, develops, directs and evaluates comprehensive safety and occupational health surveillance and enforcement programs for the agency. This includes a highly diversified range of issues: toxic atmospheric contaminants; noise; heat and cold stresses; pesticides; indoor air quality; food sanitation and safety and worker health. Manages a water quality program for the Capitol complex. Arranges for the collection of samples, laboratory analysis, and reviews of results. Coordinates with other federal agencies which have responsibilities for water quality and security. Manages a program of medical surveillance for those agency employees who may be exposed to hazardous substances or conditions. Monitors the work of pest control contractors in food service to ensure that pests are controlled and pesticides are used in an environmentally sound manner. Serves as the Contracting Officer's Technical Representative for the integrated pest management program at the Capitol complex. FORMULATION AND DISSEMINATION OF SAFETY AND OCCUPATIONAL HEALTH POLICY Offers extensive technical guidance and assistance on diverse and complex hazardous conditions in a variety of dispersed areas that require specialized safety approaches. Creates occupational health policy for the Office of Attending Physician. Performs research on policy problems, develops policy options, solicits and evaluates comments on policy alternatives, recommends policy choices, drafts policy statements and evaluates policy implementation. Designs information systems necessary for program management purposes and reports pertinent information to top management. RESEARCH AND ANALYSIS FOR SAFETY AND OCCUPATIONAL HEALTH PROGRAM POLICY Prepares occupational health policy for the Office of Attending Physician. Performs research on policy problems, establishes policy options, requests and assesses comments on policy alternatives, recommends policy choices, drafts policy statements and evaluates policy implementation. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Managing safety or occupational health program elements; Planning, developing, organizing, administering, evaluating and coordinating a comprehensive environment and occupational health program; Performing risk assessments of hazardous processes, determining risk severity and making recommendations to minimize risk; Communicating effectively to implement training, performing inspection and investigation, create reports and facilitate meetings; and Evaluating health and safety trends, issues, protocols and accepted practices within large to moderately sized institutional environments preferred. Registered Environmental Health Specialist (REHS), Certified Safety Professional (CSP), Certified Hazardous Materials Manager (CHMM) ), or reputable infection control certifications (CIC, IP, CICP) certifications are preferred. Education In addition to meeting the specialized experience requirements for this position, applicants must meet the Individual Occupational Requirements (IOR) for the 0018 series. Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
