Job Description
The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
HRA’s Office of Police Operations (OPO) manages approximately 125 uniformed Peace Officers and more than 450 contracted security guards assigned to HRA’s facilities citywide. OPO’s primary responsibility is to protect the safety of HRA’s employees and clients, as well as their property and the agency’s physical assets. OPO also provide security for special events, construction, and work conducted outside of normal business hours, and emergencies. Special Officers will be responsible for providing a high level of security and safety for staff, customers, and visitors at an assigned HRA location located throughout the five boroughs who has Peace Officer status and arrest powers.
HRA’s Office of Police Operations (OPO) is recruiting to fill several Special Officer positions with Peace Officer status and arrest powers who will serve as a Sergeant for Police Operations and will:
- Maintain, with Peace Officer status and arrest power authority, a high level of security for staff, clients and visitors at HRA locations.
- Indirectly supervises private contract guards assigned to HRA locations to ensure that safety and security is maintained.
- Investigate and report on all incidents which are in violation of law or which jeopardize security/safety.
- Instruct private, contract guards as to their duties and responsibilities in enforcing laws, rules and regulations.
- Make frequent inspections and rounds of the facility to ensure safety and security.
- Prepares, maintains, and submits appropriate reports regarding patrols, demonstrations, arrests, and other incidents related to security and safety.
- Effect arrests and completes all required arrest processing forms including District Attorney’s deposition and must appearance in court as mandated.
- Provide assistance to those in need of medical care by administering first aide and/or summoning emergency medical help.
- Other responsibilities may apply.
Candidates will be required to pass a medical examination which will include drug screening.
Candidates must satisfy the training requirements established by the NYS Division of Criminal Justices Services for Peace Officers. Once obtained, this certification must be maintained for the duration of your employment. Attendance at annual recertification training is mandatory and a continuing condition of employment.
Assignments are made within the 5 boroughs of the City of New York on an as-needed basis and may be changed at any time.
Tours of duty vary and may include Saturday and Sunday.
Citizenship Requirement: Pursuant to New York State Public Officers Law, United States citizenship is required at the time of appointment.
Additional Requirements for Certain Positions:
A motor vehicle driver license valid in the State of New York is required for appointment to positions in certain agencies. If required, this license must be maintained for the duration of employment.

Qualifications
1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization; and
2. Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. Therefore, all candidates must be qualified to serve as Peace Officers. Incumbents must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification. Once obtained, this certification must be maintained for the duration of employment.
