Responsibilities
The Program Manager is responsible for leading and delivering complex, high-visibility Acquisition Category (ACAT) I and II programs within the NAWCAD Engineering & Logistics organization. This role ensures the effective planning, execution, and coordination of multi-site, cross-functional technical teams in direct support of the NAVAIR Mission Operations & Integration (MO&I) group. The Program Manager serves as the senior liaison with government stakeholders, aligning program objectives with contractual requirements, managing resources and risks, and ensuring on-time, within-budget delivery of advanced naval aviation systems and capabilities.
Key Responsibilities:
+ Lead and direct ACAT I and II program execution across geographically dispersed teams, including government personnel, contractors, and technical specialists.
+ Serve as the principal interface with government sponsors and stakeholders, ensuring clear communication on all technical, operational, and programmatic issues.
+ Oversee all aspects of program operations, including the development of procedures, technical planning, execution oversight, and life-cycle sustainment support.
+ Manage program financials, including budget planning, cost tracking, and resource allocation, while ensuring full compliance with contract requirements and federal acquisition regulations.
+ Provide strategic and technical oversight for aircraft system development and sustainment, including software/hardware integration, configuration management, test and evaluation, and supportability analysis.
+ Deliver regular executive-level briefings and reports to senior leadership, providing status updates, performance metrics, risk assessments, and milestone achievements.
+ Establish and implement rigorous project management processes, including integrated master scheduling, quality assurance, risk mitigation, and performance monitoring to ensure program success.

Required Qualifications
Masters' degree in business administration or relevant technical discipline with at least 12 years of professional experience in Defense acquisition program/project management.
+ 12+ years of professional experience in Defense acquisition
+ 3+ years of Navy Acquisition management experience.
+ Strong leadership and communication skills with experience managing multidisciplinary teams across multiple locations.
+ Expertise in program planning, budget execution, and risk management in a government contracting environment.
+ Technical knowledge of naval aviation systems, lifecycle support, and integration practices.
+ Active DoD Secret clearance or higher
+ Must be a US Citizen
Desired Qualifications
+ Experience with contract management (CPFF, FFP and T&M)
+ Experience managing different phases of weapon system acquisition, including Concept Development, SD&D. Knowledgeable of acquisition policies and procedures.
+ Demonstrated knowledge of and experience with the requirements of the DOD 5000 series.
+ Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

USD $112,700.00 - USD $176,150.00 /Yr.
