GENERAL SUMMARY

Responsible for managing the federally regulated emergency preparedness program, providing the technical knowledge and resources for establishing and maintaining Energy Northwest’s ability to respond to emergency situations for protection of the health and safety of employees and the public, and meeting or exceeding regulatory requirements and industry standards associated with emergency preparedness (EP).

PRINCIPAL ACCOUNTABILITIES

Develop and implement long-range Emergency Preparedness (EP) programs to support Energy Northwest’s operational requirements through the establishment of policies that assures the Emergency Response Organization effectively responds to station emergencies to protect the health and safety of the station personnel and the public, consistent with operational needs, Energy Northwest strategic objectives, budget restraints, and meets or exceeds industry standards and federal and state regulations.

Directly manage the EP program to assure it maintains its ability to respond to a declared emergency event for the protection of the health and safety of employees and the public in accordance with regulatory requirements and licensing documents. Ensure required emergency response staffing levels are maintained and trained and that scheduled drills and exercises are conducted, thoroughly critiqued, and effective corrective actions implemented.

Provide the coordination, preparation, and associated training necessary to ensure Energy Northwest is capable of executing the Emergency Plan without error. Work with offsite agencies to ensure that program activities are performed in accordance with Energy Northwest directives and that NRC and FEMA requirements are satisfied. Establish, maintain, and coordinate a mutual aid emergency response program between Energy Northwest and outside organizations by fostering agreements and maintaining emergency teams and equipment.

Establish and maintain response capability through planning and coordination of internal and external resources, mutual aid agreements with local agencies, and the development and implementation of the emergency preparedness licensing documents. Coordinate internal services with federal, state, and local law enforcement agencies.

Manage the EP department personnel; ensuring staff is qualified and capable of executing the planning and implementation requirements of the Corporate Emergency Plan, Columbia Generating Station Emergency Plan, Packwood Emergency Plan, and the Industrial Development Complex Emergency Plan.

Manage the EP department budget. Establish a strategy for maximizing efficiency and decreasing costs of department to meet Energy Northwest Business Plan strategic objectives.

REQUIRED EDUCATION & EXPERIENCE

Requires a Bachelor's degree from an accredited college or university and at least seven years of experience within the nuclear industry. Experience must include one of the following:

+ 3 years supervisory/management experience and 3 years Emergency Preparedness, Radiation Protection, Operations or Security experience; OR

+ 5 years supervisory/management experience; OR

+ 7 years Emergency Preparedness, Radiation Protection, Operations or Security experience

A high school diploma/GED and an additional eight years of related experience may be considered in lieu of Bachelor's degree.

DESIRED EDUCATION AND EXPERIENCE

Active or previous SRO license, SRO certification, or BWR Management Certification.

If selected candidate does not meet this, he/she must attend and satisfactorily complete the next Management Cert class provided by EN. This requirement may be waived by the Site Vice President.

Pay Range

$162,274.00 - $243,412.00 Annual

Midpoint:

$202,843.00

Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.

Offers will be negotiated based on each candidate's qualifications.

Incentive Compensation

This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
