    This position is eligible for telework to applicants who reside in Minnesota. This position is eligible for telework to applicants who reside in a state bordering Minnesota and live 50 miles or less from the primary/principal work location.

     

    This position manages the technical business solution tools within the Financial Services unit, responsible for maintenance, upgrades, and quality improvements to Financial Services operational reports, tools, and workflows. This position also serves as the agency payroll technician, processing bi-weekly payroll plus approving business expenses for all 600+ employees.

    Responsibilities include:

    + Coordinate and manage Financial Services business solution tools used to implement policies and procedures including SharePoint, EIOR, Power Platform (BI, Workflow, Forms), and SWIFT interfaces.

    + Provide biweekly payroll services for the effective administration of departmental payroll.

    + Administer the employee expense report function and processing of Manager/Supervisor approved business expense reports.

    + Coordinates the internal control audits performed by the Internal Controls auditor.

    + Serves as the Unit Data Coordinator.

    + Serves as the SWIFT security officer and backup for accounts payable.

    + Performs other duties as assigned.

    Minimum Qualifications

    + Two (2) years of experience in accounting, financial analysis, and/or budgeting and financial reporting.

    Experience must demonstrate the following:

    + Knowledge of Generally Accepted Accounting Principles (GAAP) sufficient to analyze, interpret, and prepare financial information, records and reports; locate errors; and recommend solutions to procedural or other fiscal problems.

    + Knowledge of the Statewide Employee Management System (SEMA4) and the Statewide Integrated Financial Tools (SWIFT), or other private or governmental accounting systems, sufficient to process transactions and perform inquiries.

    + Ability to identify and solve problems, advise others, handle multiple priorities, meet deadlines, and apply innovative approaches and opportunities for streamlining existing processes.

    + Math skills sufficient to calculate, review, reconcile financial and inventory data, and balance accounts.

    + Analysis skills sufficient to review agency and division business processes and suggest process improvement and technology solutions to improve efficiencies.

    + Technical skills sufficient to learn new applications enough to manage the application and make changes to the process/technology to meet business and agency needs.

    + Ability to translate technical skills to business needs and communicate that out to a broad audience, e.g. develop trainings and materials for large audiences.

    + Human relation skills sufficient to interact and provide information to various customers

    + Ability to communicate effectively with individuals with a wide range of backgrounds, who may not share your same culture, ethnicity, language, or other common experiences.

    Preferred Qualifications

    + Knowledge of State data privacy laws, policies, and regulations relating to the use and distribution of personnel data.

    + Associate degree or higher in Business, Accounting, Finance or related field.

    + Knowledge of chart of Accounts terminology sufficient to assist in the monitoring of expenditure data to ensure funds are properly expended and prepare expenditure report requests.

    + Knowledge of employee business expense provisions in bargaining unit or compensation plan agreements to provide advice on process advance and reimbursement requests.

    + Knowledge of the OBIEE Warehouse and SEMA4 or SWIFT reporting tools sufficient to run ad-hoc reports and queries.

    + Organizational and multi-tasking abilities.

    + Experience using Power Platform applications and/or SharePoint and other technology used by organizations or internal business process routing and workflows.

    + Language skills other than English (Somali, Hmong, Karen or ASL).
