    Associate Staff Analyst (OA – Represented by TWU): Min:- Max: $90,511- $117,195

     

    Associate Staff Analyst (TA – Represented by OSA): Min: - Max: $96,586 - $125,031

     

    Staff Analyst II (OA – Represented by TWU): Min: $80,071 – Max: $89,179 Staff Analyst II (TA – Represented by OSA): Min: $$85,425 - Max: $95,142

     

    Staff Analyst I (OA – Represented by TWU): Min: $68,962- Max: $81,642

     

    Staff Analyst I (TA – Represented by OSA): Min: $73,571- Max: $87,099

     

    NOTE: TA employees must be permanent in the Staff Analyst, Associate Staff Analyst title to be considered, or be reachable on the Staff Analyst Series civil service list when established.

    Responsibilities

    This role is essential in ensuring compliance with legal requests and supporting the MTA/NYCT Operations. The incumbent will be required to perform a broad range of clerical tasks. Responsibilities include:

     

    + Responsible for the receipt, data entry, processing, and responding of high-volume Subpoenas and HIPAA Authorizations served upon the MTA/New York City Transit.

    + Reviewing subpoenas for legal sufficiency and coordinating with the attorneys, MTA Department managers, and liaisons.

    + Identifying, locating, and communicating with Department personnel who may possess responsive records.

    + Acting as a daily liaison with courts, district attorney offices, and other entities seeking records pursuant to subpoenas.

    + Maintaining a comprehensive status report and log to ensure timely responses.

    + Organizing and updating all subpoena files electronically, ensuring compliance with assigned deadlines.

    + Assisting with general office administration tasks.

    + Preparing the final collection of responsive records and correspondence for the Director review and certification.

    + Discussing and reviewing responsive records with the Director of Subpoena. • The employee must recognize and practice complete confidentiality.

    + Performs all other clerical and administrative tasks as requested by the manager.

     

    Education and Experience

     

    Associate Staff Analyst

     

    + A Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one (1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management or in a related area; or

    + A Baccalaureate degree from an accredited college and three (3) years of satisfactory full-time professional experience in the areas described in 1 above.

     

    Staff Analyst I & Staff Analyst II

     

    + A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or urban studies, or a Juris Doctor degree from an accredited law school; or

    + A baccalaureate degree from an accredited college or university and two years of satisfactory full-time professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or

    + An associate degree or completion of 60 semester credits from an accredited college or university and four years of satisfactory full-time professional experience as described in "2" above: or

    + A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described in "2" above; or

    + A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma.

    Special Note:

    To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

     

    Desired Skills

    + Proficient in Microsoft Office Suite.

    + Ability to utilize databases (HPCB5, People Soft and provide analysis to develop reports.

    + Excellent interpersonal, analytical, research and problem-solving skills.
