    Summary The Judicial Conference Secretariat Officer position is in the Administrative Office of the U.S. Courts (AO), Judicial Conference Secretariat (JCS). The JCS assists the Director by coordinating support to the Judicial Conference and its Executive Committee, and coordinating the activities of senior AO professional staff who dedicate all or a substantial portion of their time to the work of Judicial Conference committees. Responsibilities The Administrative Office of the U.S. Courts (AO) is seeking an exceptional leader to serve as the Judicial Conference Secretariat Officer in the Office of the Judicial Conference Secretariat. The incumbent serves as a member of EMG and subject matter expert on all matters relating to policy development and support processes in the Judiciary. The incumbent will report to the Deputy Director in the Office of the Deputy Director. The duties of the Judicial Conference Secretariat Officer include, but are not limited to: Provides expert legal, policy, program advice, and professional staff support to the AO Director, AO Deputy Director, judges, and other judiciary officials and staff regarding policies and decisions of the Judicial Conference and its committees. Analyzes and presents interpretations of statutes, regulations, decisional law, and opinions. Coordinates staff support to all Judicial Conference committees to ensure that Judicial Conference committee members are provided well-written materials that are sufficiently researched and analyzed so that committee members can make the best-informed policy recommendations to the JCUS. Provides support to the Judicial Conference including planning and coordinating biannual sessions, agendas, calendars, and briefing material; drafting the preliminary report and Report of Conference Proceedings; and monitoring the implementation of Judicial Conference actions. Provides primary staff support to the Executive Committee of the Judicial Conference to help think through policy options and the implications or potential outcomes of different decisions and working with EC Chair and coordinating issues across the AO. Assists the Chief Justice of the United States and AO Director with Judicial Conference and special court appointments; collects, prepares, and maintains materials and records related to the committee appointments process and appointments to special panels or boards. Manages and provides overall coordination for the AO advisory group process and maintains records relating to service on the councils and various groups included in the process. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation. Qualifications Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Bar Membership: Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Applicants are responsible for citing minimum qualifications such as J.D. and bar membership information (institution name, state(s) for bar, and dates) on their respective resumes. Experience: Applicants must also possess at least 4 years of post J.D. experience. Specialized Experience: Applicants must have at least one full year (52 weeks) (preferably 4 or more years) of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows: Senior level experience in a legal capacity with responsibility for providing executive leadership to a large and diverse organization which clearly demonstrates ability to manage people and resources. This experience must be evidenced by sophisticated legal and analytical skills, superior written and oral communication skills, sound judgment, and experience in interacting with government and non-government officials. Demonstrated experience working as an attorney at a senior level providing legal advice on complex and sensitive issues to high-level executives and officials in a government agency or other entity. Highly Desired: Experience working as an attorney for an agency or other unit of the federal government, with service in a federal court or other entity in the federal Judiciary. Experience as a Judicial Law Clerk to an Article III Judge or other judicial officer of the federal Judiciary. Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs). Mandatory Technical Qualifications: The MTQs listed below should be evident in your resume. A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. Please limit your response to two pages for each MTQ. Expert knowledge of the Legislative, Executive, and Judicial Branches of the Federal Government. Experience with and knowledge of relevant Federal laws, procedural and administrative rules and regulations, and canons of statutory construction. Expert experience advising members of the legal and governmental community with diverse viewpoints and backgrounds, including the bench, bar, academic community, bar associations, Department of Justice, and other legal and government agencies, Members of Congress and Congressional staff, media, and public. Excellent skills in oral and written presentation of complicated legal matters. This includes expert knowledge of and experience in a wide breadth of laws, statutes, policies, and proceedings with excellent negotiation and communication skills to ensure all information is clear and effectively ensures the desired outcome; and the ability to express, orally and in writing, complex legal issues in clear and succinct language so that the concepts are easily understood by both lawyers and non-lawyers. Expert experience conducting and overseeing legal research and the preparation of legal documents; and preparing responses in the form of letters and memoranda for use by AO leaders and staff, judges, and other court employees (i.e., particular points of law; background information and legal references as a basis for advising on plans and policies; and compilation of legal issues and legislative history in connection with pending legislation). Executive Core Qualifications (ECQs): Applicants currently serving in an AOES and Court Unit Executive position or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ). A narrative response as part of the application package for each of the following ECQs is MANDATORY for all other applicants. Please limit your response to two pages for each ECQ.
