About this Position:
This position performs dam safety inspections, engineering, technical review of plans and specification for compliance with Louisiana dam safety rules and regulations. The incumbent is the statewide expert in Dam Safety Inspections and remote sensing and interacts with governmental officials, both elected and staff, at the local, state and federal levels. The incumbent also evaluates, develops, and maintains highly specialized and technical processes for the dam safety field and program.
While in official capacity, DOTD employees must comply with all applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
Dual Career Ladder (DCL) Supplemental Qualifications
In addition to the Minimum Qualifications below, prospective candidates must also meet the following supplemental qualifications: Four years of professional level engineering experience working in dam safety.
Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information
45% The incumbent reports to the Dam Safety Unit Head (the State Dam Safety Official). Manages the inspection of dams/impoundments within the State that meet the requirements of LA RS 38:21 and 24. Manages, schedules, coordinates and participates with the Consulting Engineering firms, State and Local Official, DOTD personnel and private entities performing inspections of dams within the State as well as activities of various watershed districts and public entities to ensure conformance with the state dam safety rules and regulations. Serves as the State Dam Safety expert relative to dam inspections, including the utilization the specialized geospatial software for dam inspections and provides training in its use. As the statewide expert, reviews, comments, and recommends approval of dam safety inspection and evaluation reports by staff, Consulting Engineers and others. Actively manages the geospatial database to assure continued secure archival of data and dam inspections. Maintains and updates computerized dam inventory files. Continuously refines the reporting process to determine and develop new techniques, reporting forms and standards for the inspection of dams. Communicates with dam owners and operators that include Federal, State, Parish and City units of government and private individuals on matters related to safety and maintenance issues arising from inspection of their dams, and assures compliance with any required repair and/or remedial actions. Continuously searches for impoundments meeting the requirements LA RS 38:22 that are not currently regulated and initiates the procedures to begin the evaluation process to determine if the dams should be regulated under as required by the statues.
35% Performs specialized engineering activities related to the statewide Dam Safety Program such as design standards development for dam design and construction. Also reviews construction plans & specifications and construction documentation (including site visits as necessary to view construction) of new and/or major modification of dams within the State. Serves as the State Expert in utilization of remote sensing technologies used in the inspection and assessment of dams including drone enabled sensors. Assists in managing the operation and maintenance of state-maintained dams in accordance with DOTD Dam Safety rules and regulation. Determines repair/maintenance requirements and assists in the completion of designs and plans to mitigate deficiencies in state-maintained dams.
15% Represent the Dam Safety Unit Head in matters related to Dam Safety Program as needed. Coordinates with Federal entities FERC, FEMA, USACE and USDA as required by LA RS 38:21-28 to ensure compliance. Reviews reservoir development applications for construction of new dams and major modifications to the existing ones. Assists the Dam Safety Unit Head with monitoring plans, application of new technology and risk-informed decision-making processes. Assists the Dam Safety Unit Head in writing letters requiring dam owners or operators to comply with the Dam Safety rules and regulations. Responds to ASDSO national calls for opinions regarding specialized and unique engineering problems relating to dam regulation, rehabilitation and development.
5% Performs other duties including but not limited to the emergency/disaster support activities, incident investigations and follow ups and other tasks as requested.
Position-Specific Details:
This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.
This position has a Special Entrance Rate (SER) of $3,316.00 biweekly.
