Job Description
The Facility Security (FSO), under the direction of the Director of Corporate Security, manages the overall security program and related security operations and services provided at the refinery and other locations as needed. The duties of the Facility Security (FSO) include security service delivery, problem resolution, service enhancement, operational effectiveness, and the preparation and continual review and updates to the facility's Facility Security Plan (FSP).
Responsibilities
+ Ensure that the Facility Security Assessment (FSA) is conducted.
+ Ensure the development and implementation of a Facility Security Plan (FSP).
+ Ensure that an annual audit is completed and that the FSA and FSP are updated if necessary.
+ Ensure the FSP is exercised per the U.S. Code: Title 33 - Navigation and Navigable Waters.
+ Ensure that regular security inspections of the facility are conducted.
+ Ensure the security awareness and vigilance of the facility personnel.
+ Ensure adequate training for personnel performing facility security duties.
+ Ensure that occurrences that threaten the facility's security are recorded and reported to the owner or operator.
+ Ensure the maintenance of records required by this part.
+ Ensure the preparation and submission of any reports as required by this part.
+ Ensure the execution of any required Declarations of Security with Masters, Vessel Security Officers, or their designated representatives.
+ Ensure the coordination of security services under the approved FSP.
+ Ensure security equipment is properly operated, tested, calibrated, and maintained.
+ Ensure the recording and reporting of attainment changes in MARSEC Levels to the owner or client operator.
+ When requested, ensure Security Officers receive assistance in confirming the identity of visitors and service providers seeking to board the vessel through the facility.
+ Ensure notification, as soon as possible, to law enforcement personnel and other emergency responders to permit a timely response to any transportation security incident.
+ Ensure that the FSP is submitted to the cognizant COTP for approval, as well as any plans to change the facility or facility infrastructure before amending the FSP; and
+ Ensure that all facility personnel are briefed of changes in security conditions at the facility.
+ Ensure the TWIC program is being properly implemented.
+ Delegate and supervise facilities personal including tasks, responsibilities, development and training
+ Evaluate and manage staff performance, recruiting and selecting facilities and office services staff.
+ Provide on-the-job training, organize training and orientation of new personnel.
+ Liaising with teams, internal customers, contractors, vendors, and outside organizations
+ Research and negotiate maintenance, repair, and vendor contracts and agreements
+ Coordinates information for inclusion in the department forecasts and budget planning, and reporting
+ Ensure that new hire set-ups are fully executed by the staff, including, but not limited to, badging, parking, new hire orientation, office assignments, and set-ups.
+ Manage and oversee administrative changes for Harvest Midstream”s CAFM System
+ Vendor account and contract administration, including all supply and shipping accounts
+ Supports regional field offices through the alignment of key shared resources with the corporate office
+ Maintains SOP documentation for the department
+ Coordinates employee and outside party events and catering
+ Supports company vision and mission
+ Adheres to established work schedule and attendance standards and is punctual to work and meetings
+ The FSO may perform other duties under the direction of Corporate Security as needed.
+ The FSO, under the direction of the Director of Corporate Security, may assign security duties to other facility personnel; however, the FSO retains responsibility for these duties.
+ The FSO must maintain a Transportation Worker Identification Credential (TWIC).
+ This position has supervisory responsibilities.
Qualifications
+ High School Diploma or GED Equivalent.
+ Minimum ten (10) years directly related security experience in:
+ Available vessel and facility operations and conditions.
+ Vessel and facility security measures include the meaning and the requirements of the different Maritime Security (MARSEC) Levels.
+ Emergency Preparedness, Response, and Contingency Planning.
+ Security equipment and systems and their operational limitations.
+ Methods of conducting audits, inspections, control, and monitoring techniques.
+ In addition to the knowledge and training above, the FSO must know and receive training in the following:
+ Relevant international laws and codes, and recommendations.
+ Applicable government legislation and regulations.
+ Responsibilities and functions of local, State, and Federal law enforcement agencies.
+ Security assessment methodology.
+ Methods of facility security surveys and inspections.
+ Instruction techniques for security training and education, including security measures and procedures.
+ Handling sensitive security information and security-related communications.
+ Current security threats and patterns.
+ Recognizing and detecting dangerous substances and devices.
+ Identifying characteristics and behavioral patterns of persons who are likely to threaten security.
+ Techniques used to circumvent security measures.
+ Conducting physical searches and non-intrusive inspections.
+ Conducting security drills and exercises, including exercises with vessels; and
+ Assessing security drills and exercises.
+ Knowledge of Transportation Worker Identification Credential (TWIC) requirements.
+ Experience in general office services coordination and staff management
+ Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public.
+ Ability to complete multiple, diverse tasks of differing priorities without close supervision.
+ Valid Driver's License and acceptable driving record for the past three (3) years to be eligible under company vehicle insurance policy.
+ Must currently have or be able to obtain a valid Armed Guard License in the State of Alaska.
+ Intermediate to advanced knowledge in the use and application of the following software: Microsoft Office (Excel, Word, PowerPoint, Outlook)
+ Good problem-analysis, assessment, and communication skills

+ Excellent planning, organizing, time, and work management
+ Ability to keep sensitive information confidential, plan and execute diverse tasks at the same time without supervision

Working Conditions and Physical Requirements
Weather: Indoors and Outdoors, frequently exposed to outdoor weather conditions.
Noise level: Moderate to Loud.
Description of environment: Environment will vary based on the facility assigned to.
Physical requirements: Employee is required to lift and/or move up to 50 lbs. Frequently to constantly required to sit, stand, walk, use hands/fingers to handle or feel, climb, stoop, kneel, crouch or crawl, talk/hear, see, taste/smell, and carry weight/lift.
