    Summary This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as the Chemical and Biological Weapons Arms Control Treaty Analyst and lead JS policy representative in the negotiation and implementation of assigned arms control treaties and agreements. Responsibilities As a CHEMICAL BIOLOGICAL WEAPONS ARMS CONTROL TREATY ANALYST at the GS-0301-14 some of your typical work assignments may include: Represent the Chairman of the Joint Chiefs of Staff (CJCS) in DoD and interagency working groups and meetings, represent the U.S. military in international meetings and at multilateral venues, and monitor Joint Force compliance with treaty obligations. Develop, advise, and coordinate on chemical and biological arms control initiatives and policy in the interagency and represent the CJCS on United States chemical and biological arms control delegations to international venues. Arrange, coordinate and moderate meetings among DoD Components and Services and between U.S. DoD and Department of State or Foreign Officials. Review higher-level written guidance dealing with chemical and biological arms control treaties or agreements for consistency, clarity, and potential impact to military operations. Identify relevant strategic issues to the operating environment; effectively integrate organizational components' input and synthesize into goals, objectives, and implement actions as part of the strategic planning process. Draft, coordinate, synchronize, and integrate Joint Staff chemical biological weapons arms control treaty positions in response to tasks from senior leadership, Office of the Secretary of Defense (OSD), and other interagency policy-level agencies. Develops presentations of Joint Staff chemical and biological arms control policies/implementation to DoD, Congress, and other U.S. Government agencies and international meetings. Requirements Conditions of Employment Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Serving as an organizations policy representative for negotiation of chemical and biological arms control treaties and agreements, as well as nuclear arms control treaty and agreements. Analyzing the laws, policies, regulations, and trends in the chemical, biological, and nuclear arms control treaties/agreements, and emerging treaty-related areas to support recommendations for change or improvement. Monitoring U.S. military command structure and organizational relationships with other national and international programs to review guidance, assess compliance, and represent the Joint Staff on related initiatives. Preparing briefings on complex issues regarding Joint Staff procedures, the U.S. Government interagency coordination, legislative processes, and legal concepts to senior leaders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
