Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Responsibilities This Primary Care Mental Health Integration (PCMHI) Psychologist position is administratively aligned with in the Primary Care Service Line in the VISN 6 Clinical Resource Hub (CRH). The Clinical Resource Hub is a repository of clinical and administrative staff that serve Veterans Affairs facilities within VISN 6. Staff within the CRH are expected to provide interprofessional services to VISN 6 facilities that are underserves or experiencing gaps in clinician coverage due to the inability patch provider supply with demand. Services provided by CRH staff are conducted via multiple modalities including clinical video telehealth (CVT), VA Video Connect (VVC) and Telephone. Duties include but are not limited to the following: PCMHI Psychologist is a behavioral health consultant and an essential component of the interdisciplinary Patient Aligned Care Team (PACT). The PCMHI psychologist provides brief, evidence-based interventions, education, and consultation services to Veterans, Primary Care Providers (PCPs), and allied PACT members. The PCMHI psychologist works collaboratively within PACT to promote prevention, early identification, and treatment of most mild to moderate mental health and health behavior concerns as part of routine primary care. PCMHI psychologists integrate their practice into the fast-paced primary care clinic, engaging in a variety of team-based activities, including huddles, case review, consultation, and education. Direct service delivery occurs via brief, focused interventions, with a large percentage of those being seen via warm handoff within PACT to ensure same day access. The PCMHI psychologist provides functional assessment, triage, brief intervention, education, and consultative services regarding a wide range of possible concerns. Consistent with the VA Whole Health philosophy, the PCMHI psychologist promotes awareness of the important mental and behavioral aspects of wellness and overall health outcomes. The PCMHI psychologist utilizes a Population-Based Care and Public Health approach, recognizing the PCP as the overall leader of the treatment team and maximizing the reach of services to as many Veterans as possible. The PCMHI psychologist accepts referrals from PCPs and allied PACT members and supports guideline concordant treatment within primary care. Collaborates with PCPs and the interdisciplinary PACT to support high quality, effective, and coordinated service delivery at the patient and programmatic level. Maintains daily open access slots and encourages same day warm handoffs within PACT. Uses Measurement Based Care (MBC) in accordance with nationally recommended guidelines for PCMH. Supports Stepped-Care principles to facilitate "on-time, on target" services to Veterans, matching the intensity of services with the level of clinical need. Refers Veterans with more severe or complex needs to the appropriate general or specialty mental health program. Utilizes intermittent visits and flexible patient contact strategies to support brief but longitudinal PCMHI care as part of PACT. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed? OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions:(a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and(b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR (3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Internship: Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed; OR (b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR (c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR (d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification). OR (e) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature, fulfilling this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. Board Certification: Persons hired to psychology positions in the VHA who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. The board certificate must be current and the applicant must abide by the certifying body's requirement for continuing education. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Experience: At least 2 years of experience as a professional psychologist, with at least one year equivalent to the GS-12 level. Examples of experience includes: Staff psychologists at this level diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities, provide adjunctive interventions for treatment of medical disorders, and may conduct research. Physical Requirements: The work is primarily sedentary, although physical effort will be required. Some lifting, bending and moving of videoconferencing or technical equipment for installation and troubleshooting is required. Occasionally climbs ladders to adjust overhead equipment and lifts or moves objects weighing up to forty pounds; occasionally lifts or moves heavier items with assistance from others. The incumbent must have the ability to stand and walk for prolonged periods of time to interact with the patients and other services.
