    VOLUNTEER POSITION - NO BENIFITS APPLICABLE.

    INTRODUCTION

    The Board of Ethics is seeking applications to fill vacancies on its seven-member board. This is a volunteer (non-paid) position. As a Board member, you will serve a term of five (5) years, up to a maximum of two (2) terms (10 years). The Board of Ethics meets in person at Butzel Family Center every third Wednesday of the month at 2:00 p.m. unless posted otherwise. The Board of Ethics is subject to the Michigan Open Meetings Act, MCL 15.261.

     

    Members of the Board of Ethics are appointed by the Mayor, the City Council, or the Mayor and the City Council jointly. The members of the Board of Ethics hold unique positions in City government, as they are the only positions in City government to have jurisdiction over all public servants in both the Executive and Legislative branches, including the Mayor, City Council members, the City Clerk, and the Board of Police Commissioners. In addition, the Board has limited authority to review the conduct of contractors, vendors, and lobbyists.

    DUTIES

    The Board of Ethics’ role is to investigate and resolve complaints regarding alleged violations of the Ethics Ordinance by public servants, contractors, vendors, and lobbyists, and to issue advisory opinions regarding the meaning and application of provisions of the Charter, City Ordinances, and other laws or regulations establishing standards of conduct for public servants.

     

    At monthly meetings, Board members review Requests for Advisory Opinions and Complaints, and have the ability to initiate investigations. An Advisory Opinion is a written opinion of the Board addressing a question of ethical conduct by an elective officer, appointee, or employee. Advisory opinions are rendered upon written request by a public servant.

     

    A Complaint is a sworn statement alleging a violation of the Ethics Ordinance against a public servant or other covered persons. Any member of the public may file a complaint with the Board when a person believes there has been a violation of the Ordinance.

    REQUIREMENTS

    Applicants must be residents of Detroit. Applicants who are elective officers, appointees, or employees of the City of Detroit will not be considered.

    Medical Plan Offering for Administrative Special Services Employees

    The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.

    Administrative Special Services Staff (Exempt) are eligible for the following benefits:

    + CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.

    + VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year

    + PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday

    + MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.

    + WORKERS COMPENSATION – Covered by applicable laws.

    + UNEMPLOYMENT COMPENSATION - Covered by applicable laws.

    + HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.

    + This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.

    Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
