The primary purpose of this position is: to serve as the Executive Officer for the group command section and administer and direct the group's executive support functions and to ensure that day-to-day operations support group command. Additionally, provides training to civilian staff and Reservists in the tasks of this position. Responsibilities Serves as the executive advisor and administrator on implementation of programs and initiatives within the group. Performs and leads a variety of staff studies concerning group programs and program support effectiveness resulting from regulatory changes, new technology, program and mission changes, recurring requirements and others. Represents the Group Commander and/or delegated Authority concerning group plans, special events, projects, etc., to communicate Group Commander's policies and to explain the interests of the group in regard to local activities or projects. Manages the group's resources for command and executive support, services and activities. Conducts management studies, inquiries, and surveys to determine support requirements and to measure the effectiveness of existing structures in meeting objectives. Responsible for monitoring and directing inspection of the group's programs and activities. Represents the Group Commander in all matters pertaining to inspections and keeps the Commander fully informed. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support program operations; (2) working with laws, regulations, policies and precedents which affect group programs and related support resources; (3) working with operating programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs; (4) skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of organization, major issues, program goals, missions, functions, administrative operations of the wing and group. Knowledge and skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support program operations. Knowledge of the laws, regulations, policies and precedents which affect group programs and related support resources. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. Knowledge of operating programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive programs. Ability to plan and organize work and communicate effectively both orally and in writing. Ability to manage a small staff and carry out all phases of personnel management responsibilities if assigned. Skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application.
