    Job Description

    The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing.     NYCHA’s Learning and Development (L&D) Department provides service coordination and delivery of training and professional development for NYCHA employees to do their jobs safely and effectively. Through operation of citywide training facilities, and a robust library of online learning materials, NYCHA L&D offers both technical training in building systems management, and leadership development courses that are customized based on NYCHA standard operating procedures. L&D’s mission is to prepare NYCHA employees for the roles they’re in, and the roles they aspire to attain, while managing the wealth of knowledge that employees amass throughout their careers.

     

    Reporting to the Administrator of the Property Administration Training Unit, the Senior Technical Trainer (Property Administration), is responsible for facilitating a variety of training courses designed to enhance the technical skills and knowledge of NYCHA employees, primarily but not exclusively Neighborhood Contract Administrators, Neighborhood Administrators, Neighborhood Planners, Property Managers. This position focuses on training related to NYCHA standards and procedures specific to property management operations, property management supervision, and tenancy administration. The ideal candidate will play a key role in delivering high-quality professional development opportunities that ensure employees can perform their duties safely, efficiently, and in compliance with all relevant standards.

    Responsibilities include, but are not limited to the following:

    1. Perform site assessments and deliver field-based training at NYCHA developments.

    2. Liaise with property management supervisors and related staff to assess and address training needs.

    3. Facilitate supervisory level instructor-led in person and virtual training (theory and technical).

    4. Perform data analysis and reporting as needed.

    5. Collaborate with Operations and the L&D registrar to monitor and enforce training completion.

    6. Keep abreast of all NYCHA policies and procedures and related updates/changes.

    7. Design and write training manuals and materials, including trainer’s guides.

    8. Serve as a subject matter expert on property administration training.

    9. Create and facilitate PowerPoint presentations.

    10. Lead or participate in special projects as necessary.

    11. Perform related administrative support.

     

    NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Housing Manager to be considered.

    Qualifications

    1. A baccalaureate degree from an accredited college, and three years of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants, determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or

    2. A four-year high school diploma or its educational equivalent, and six years of the full-time satisfactory experience as described in "1" above; or

    3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time satisfactory experience. However, all candidates must have a four-year high school diploma or its educational equivalent.
