    Summary The Housing Management Assistant is assigned to the Healthcare for Homeless Veterans Program and works under the administrative and clinical supervision of the Health Care for Homeless Veteran (HCHV) Program through the HUD VASH Lead/Supervisor. The incumbent carries out all duties related to obtaining secure and stable housing for Chronically Homeless and/or Homeless Veterans through the utilization of the Housing Choice Voucher. Responsibilities The employee is to schedule, coordinate, and facilitate housing opportunities for potential HUD VASH Veterans through housing development activities. Assist HUD VASH Veterans with applications for various rental assistance resources, including print and internet resources, as needed. Assist HUD VASH Veterans in their search to find housing that will meet the minimum qualifications of a Public Housing Administration (PHA) Inspector. Attend briefing sessions with program participants as needed. Participate in the interviewing process of HUD VASH Veterans to determine eligibility and conduct a needs assessment. Interact and collaborate with the HUD VASH Case Managers, Veterans, and PHA staff to secure placements expeditiously once the Veteran has received a voucher. Present Veterans with HUD VASH vouchers to landlords and negotiate various aspects of leasing, such as security deposits, utility bills, and monthly lease amounts. Assist Veteran applicants with information on their eligibility and assist Veterans and landlords in the leasing process at the PHA. Assist HUD VASH Veterans with housing-related issues relevant to obtaining/fulfilling lease requirements, such as initial household set up, budgeting, housekeeping, health, safety/security concerns, contacting the landlord about repairs, and other problems in the home. Assist, guide, and refer HUD VASH Veterans to other resources as needed. Develop action plans to promote community landlords' interest and willingness in renting to Veterans with a HUD VASH voucher. Prepare materials to mail out/hand out in order to educate prospective landlords of the HUD V ASH program; and maintain good public relations with landlords in the community that may be willing to rent to a Veteran with a HUD-VASH voucher. Plan Housing Fairs, seminars, and work groups for program participants and (potential) landlords. Prepare reports, maintain records and databases as well as perform other related work in conjunction with HUD VASH Case Managers and the Veterans who are enrolled in the program. Assist HUD VASH Veterans as they search for permanent housing. The Housing Management Assistant should also take veterans out to see units that are available for rent and report the outcome of these visits weekly. Keep other staff informed of any new units that are available The Housing Management Assistant reports to the Health Care for Homeless Veterans Program Director/Manager through the HUD V ASH Lead/Supervisor. The employee is given assignments with general instructions. The employee carries out general assignments independently and consults with his/her supervisor and with colleagues in developing knowledge and applying agency policies and practices to new matters. The incumbent may be assigned more complex or specialized cases with close supervision. The employee keeps the supervisor informed of problems that may arise while trying to secure housing. The employee's work is reviewed for technical adequacy and conformance with procedures and practices applicable to the subject. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year of time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year of time-in-grade. For GS-5 level positions (except Clerk-Stenographer, which does not require specialized experience), only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ??????Knowledge of housing principles, guidelines, laws and concepts. Knowledge of housing market trends. Knowledge and skill in identifying and acquiring housing for low-income individuals and families. Knowledge of Housing and Urban Development guidelines and regulations. Knowledge of all guidelines and regulations in the Americans with Disability Act. Knowledge of guidelines and regulations included in the Hearth Act. Ability to handle multiple tasks and demands. Skill in communicating precisely and effectively, both orally and in writing. Ability to provide effective training and technical assistance. .
