    DEFINITION

    MANAGEMENT OPPORTUNITY

    The City of Stockton is seeking an experienced and innovative leader to serve as the City/County Librarian for the Stockton-San Joaquin County Public Library system. This key leadership role offers the opportunity to oversee a dynamic, multi-branch library system serving a diverse and growing population. The position is responsible for strategic planning, program development, staff supervision, and budget administration, with a strong emphasis on community engagement and technological advancement. This is a unique chance to shape library services that inspire learning, foster inclusion, and enrich the lives of residents across the region.

     

    Under direction, plans, organizes, coordinates and administers all programs and services of the Stockton-San Joaquin County Public Library system; provides expert professional assistance to Department management staff on library service matters; and performs related work as assigned.

    CLASS CHARACTERISTICS

    This single division level class provides professional and administrative assistance to the Director of Community Services in planning, organizing, and directing of services and programs for the Stockton-San Joaquin County Public Library system. This position serves as administrative head of the library system and is responsible for implementing policy, developing goals and objectives, selecting and supervising staff, managing the library budget, and administering operations and activities. Assignments allow for a high degree of administrative independence in their execution.

     

    PRINCIPAL DUTIES (Illustrative Only)

    Duties may include, but are not limited to, the following:

    + Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the Library Division.

    + Formulates and recommends policy to the Director of Community Services and implements after adoption.

    + Directs the preparation and administration of the division's budget; manages and monitors the use of grant funding sources and the submission of required reporting.

    + Selects assigned staff and provides for their training and professional development.

    + Plans, organizes, administers, reviews, and evaluates the activities of professional and support staff.

    + Serves as liaison between the library system and other City departments; establishes and maintains contact with County and other City governing bodies for whom the library provides patron services.

    + Develops, revises, and implements administrative programs and procedures, such as workload planning and assignments, computerization and work processing services, and physical space allocation and equipment needs.

    + Directs the management of library collections; leads and directs division staff in the development and application of new library information technology processes and technologies; directs the administration of the library’s public access to the Internet, library website, and online services unique to the library system.

    + Evaluates the effectiveness of library services and programs in meeting community needs; represents the library in the community and in the state and the national library service; recommends applications for funds from public and private agencies to secure support for library programs and services.

    + Interprets City and Department policies and procedures to staff; maintains oversight of and is responsible for morale, productivity, and discipline of division staff.

    + Directs the conduct of analytical and management studies; reviews reports of findings, considers alternatives, and provides recommendations to achieve optimal efficiency and effectiveness.

    + Monitors developments related to library operations; evaluates their impact and recommends improvements.

    QUALIFICATIONS

    Knowledge of :

    + Theory and philosophy of professional librarianship;

    + Principles and practices of professional library objectives, organization, program planning, collection development, system development, and service delivery;

    + Administrative principles and methods, including goal setting, program development, work planning and organization, budgetary development and administration, and personnel management;

    + Federal, state, and local laws, regulations, and court decisions applicable to the administration of a public library system;

    + Funding sources impacting program and service development; and

    + Principles and practices of business computer user applications.

    Skill in :

    + Developing, implementing, and interpreting goals, objectives, policies, procedures, work standards and internal controls;

    + Planning, organizing, administering, reviewing and evaluating the work of management, professional and technical library staff; takes disciplinary action, up to and including termination, to address performance deficiencies in accordance with the City’s policies and procedures, Civil Service Rules, and labor contract provisions.

    + Selecting, motivating, evaluating staff and providing for their training and professional development;

    + Preparing, administering, and monitoring a sizable budget and anticipating budgetary needs, programs and services;

    + Analyzing complex technical and administrative problems, establishing alternative solutions and adopting effective courses of action.

    + Representing the Library and the City professionally in meetings with individual citizens, citizen groups, and boards and commissions; establishing and maintaining effective relationships with those encountered in the course of work;

    + Exercising sound independent judgment within established guidelines;

    + Preparing clear and concise reports, correspondence, and other written communications.

    Education :

    Possession of a Master’s degree in Library Science or Library and Information Science from a college or university accredited by the American Library Association.

    Experience :

    Three years of supervisory and/or administrative experience which has included administration of library programs and services and supervision of professional and technical staff.

    Physical/Mental Abilities :

    + Mobility - Continuous sitting and frequent standing for long periods of time while operating a keyboard; occasional walking, bending, stooping, kneeling, reaching, pushing and pulling;

    + Lifting and Carrying - Occasional lifting and/or carrying of up to 25 pounds;

    + Vision - Use of overall visual capabilities; ability to read and produce printed material and information displayed on a visual display terminal; hand/eye coordination;

    + Dexterity – Frequent use of one’s hand(s), holding, grasping, typing, repetitive motion, and writing;

    + Hearing/Talking – Frequent communication in person and on the telephone;

    + Emotional/Psychological - Constant concentration, decision making and public contact; ability to exercise sound judgment, especially under stressful situations; working independently and in a team setting;

    + Environmental and Working Conditions – Primarily performed in an office environment, which is moderately quiet, but may be exposed to noise at times and at some library locations; and

    + Special Requirement – Ability to work hours outside of normal work schedule.
