    Assistant Treasurer for Policy and Compliance

    POSITION DETAILS

    The Assistant Treasurer for Policy and Compliance plays a critical role in upholding the financial integrity of the University. This position is responsible for ensuring compliance with all applicable Federal, State, City, industry, and University regulations related to treasury operations. The role involves the development, implementation, and continuous improvement of policies and financial compliance programs to support sound fiscal management and institutional accountability.

     

    We are seeking a detail-oriented and proactive professional to join our team. This role also supports treasury operations and policy enforcement across the CUNY system, ensuring strong internal controls and regulatory alignment.

    Key duties include, but not limited to, the following:

    • Ensures compliance with internal financial policies and external regulations (Federal, NY State, NYC, and industry standards).

    • Collaborates with cross-functional teams to develop and improve risk management frameworks and internal control systems.

    • Conducts periodic reviews of treasury operations to verify adherence to established policies and procedures.

    • Maintains, updates, and enforces key financial policies, including Tuition & Fee, Cash Accountability, PCI-DSS, Banking, Working Capital, and Investment policies.

    • Performs gap analyses and develop new financial policies and procedures as needed.

    • Serves as the primary liaison with external vendors and service providers to ensure PCI-DSS compliance across all CUNY campuses.

    • Provides training and guidance to staff on financial policies, compliance, and best practices.

    • Supports treasury operations in managing liquidity, funding, and cash flow to enhance financial performance.

    • Prepares reports for senior management and regulatory bodies on compliance, policy implementation, and financial risk.

    • Stays current with financial regulations and industry trends, participating in special projects and system implementations.

    • Perform related duties as assigned.

    NOTE:

    Until further notice, this position is eligible for a hybrid work schedule.

    QUALIFICATIONS

    Minimum

     

    Bachelor’s degree and eight years’ related experience required.

    Preferred

    • Advanced Degree in Accounting, Business, Finance, Information Technology, or a related field.

    • Strong understanding of regulatory frameworks, financial policies, and risk management processes.

    • Excellent analytical and problem-solving skills with a keen eye for detail.

    • Strong communication and interpersonal skills to work effectively with cross-functional teams and external stakeholders.

    • Ability to manage multiple projects and meet deadlines for multiple competing priorities.

    • Proficiency in financial and administrative software and remote/virtual meeting tools and collaboration tools (Office 365, MS Teams, Zoom).

    CUNY TITLE OVERVIEW

    Directs the financial management function including supervision of professional staff and legal compliance.

     

    - Develops strategic financial plans and ensures responsible fiscal stewardship across the University.

     

    - Oversees the accuracy and integrity of the preparation of financial statements.

     

    - Analyzes, interprets and implements new accounting guidance.

     

    - Authorizes requests for additional funding for new projects.

     

    - Makes recommendations to executive administration concerning projections, allocations and requests for funds.

     

    - Liaisons with the University's internal and external auditors.

     

    - Performs related duties as assigned.

    COMPENSATION AND BENEFITS

    The salary range is **$129,310 - $141,858** , commensurate with education and experience.

     

    CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 6.09% with additional increases of 3.25% effective 9/1/2025 and 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
