The Senior Program Analyst supports the Naval Air Warfare Center – Aircraft Division, Advanced Technologies Development Department (ATDD) in Patuxent River, MD. ATDD and its subordinate divisions are responsible for identifying, developing, evaluating, maturing, and transitioning emerging technologies for applications across the Naval force, with a focus on autonomy and artificial intelligence (AI) within the Naval Aviation Enterprise (NAE). The candidate will have a programmatic leadership role in an organization identifying, formulating, designing and testing practical solutions to difficult engineering problems as it develops cutting-edge complex systems; and employ sound project management, risk management, and financial analysis/management methods and tools to support the team’s mission in an early Science and Technology (S&T)/proof-of-concept environment.
ESSENTIAL FUNCTIONS :
The Senior Program Analyst will be responsible for:
- Supporting requirements generation, development, and evaluation
- Participating in team strategy, vision, and mission reviews with NAWCAD leadership
- Reviewing contract data deliverables
- Performing regular project financial analysis and management, leading financial reviews, identifying assets and shortfalls, and making recommendations to NAWCAD leadership regarding budget performance and recovery
- Attending design, engineering, and/or test reviews and providing critical feedback
- Assisting NAWCAD leadership in managing project cost, schedule, performance, and risk
- Attending and participating in various project meetings
- Developing, executing, and monitoring project plans and budgets, including early cost estimates
- Leading the development of annual and ad hoc proposals to secure funding from external government agencies
- Performing management of and communication with critical stakeholders
- Planning, coordinating, and executing large in-person, virtual, and/or hybrid meetings (100+ attendees)
- Monitoring team action items and tracking completion of deliverables
- Managing ad hoc data calls
- Performing other duties as assigned
REQUIRED QUALIFICATIONS:
- Bachelor’s degree from an accredited institution in Engineering, Mathematics, Physics, or a related scientific discipline, with at least 10 years of recent and relevant experience working in or supporting NAWCAD, NAVAIR, or other Navy/DoD acquisition agency.
- Demonstrated experience working within DoD 5000.01 framework
- Must have good interpersonal skills and be able to collaborate closely with customers, other government agencies, academia, and industry partners.
- Ability to support budget execution, scheduling and development of acquisition documentation.
- Proficiency with Microsoft Office, especially Excel and PowerPoint, and web-based collaborative resources such as SharePoint and Microsoft Teams
- Good briefing/presentation skills, including experience communicating and presenting to senior leadership or officials
DESIRED QUALIFICATIONS:
- Master's degree from an accredited institution in Engineering, Mathematics, Physics, or related scientific discipline desired
- DAWIA Certification in Program Management or Systems Engineering and/or PMP
- Experience with autonomous systems is desired but not required.
- Familiar with software development methodologies in a DoD acquisition environment, including Agile.
