    **Northrop Grumman Mission Systems (NGMS)** sector is looking for a **Principal/SR Principal Proposal Analyst** to join the Deployed Systems Program (DSP) operations onsite in **Sunnyvale, CA.** The Proposal analyst will lead/support proposal activities such as proposal development, planning, cost/pricing estimating, and scheduling. The proposals include top Priority Wins and other major competitive and sole source pursuits. The selected candidate will coordinate with teams across the sector to develop competitive and compliant proposals and drive on-time proposal submissions.

     

    The selected candidate for this position will demonstrate a broad skill set that is balanced across leadership, collaboration, innovation, communication, project management, risk management, and proposal-based capabilities. Strong multi-tasking, organization, and communication skills are critical components required to succeed in our dynamic and fast-paced business environment.

    What You'll Get to Do:

    Responsibilities include, but are not limited to:

    + Develop efficient and effective proposal execution plans in response to solicitations from U.S. Government and other customers.

    + Compiles cost, schedule, and technical elements in the development of proposals in accordance with RFQ/RFP specifications.

    + Collaborate with the core team (Contracts, Pricing, Program, etc) teams to develop, review, and submit proposals.

    + Identify and investigate impediments, analyze possible alternatives, and resolve the root cause/bottlenecks and follow through on actions in a timely and accurate manner.

    + Compile, analyze, and present proposal-related data.

    + Coordinate proposal kick-off meetings, fact-finding meetings and other required adhoc meetings to drive adherence to schedule and monitor risk to address volatility in proposal requirements, deadlines, and our offering.

    + Supports Customer-facing teams with customer requests, negotiations, and reworks of submitted proposals.

    + Perform comprehensive review of all elements of cost including direct labor, material, Other Direct Cost and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures.

     

    This requisition may be filled as a Principal Proposal Analyst or SR Principal Proposal Analyst.

    Basic Qualifications for a Level 3 Principal Proposal Analyst:

    + Bachelor’s degree with 5 years of relevant experience OR a Master's degree with 3 years of relevant experience.

    + Proposal, pricing, contracts, and/or project management experience.

    + Experience with SAP.

    + Proficient with MS Office Suite, specifically Excel.

    + Experience working with cross-functional teams.

    + Excellent oral and written communication skills, and a keen attention to detail.

    + US Citizenship.

    Basic Qualifications for a Level 4 Senior Principal Proposal Analyst:

    + Bachelor’s degree with 8 years of relevant experience OR a Master's degree with 6 years of relevant experience.

    + Proposal, pricing, contracts, and/or project management experience.

    + Experience with SAP.

    + Proficient with MS Office Suite, specifically Excel.

    + Experience working with cross-functional teams.

    + Excellent oral and written communication skills, and a keen attention to detail.

    + US Citizenship.

    Preferred Qualifications:

    + Bachelor’s or Master's degree in business, finance, economics or related discipline.

    + Recent experience as a Proposal Analyst.

    + Experience with proposal development, cost estimating & pricing, or various contract types, such as FFP and T&M.

    + Experience with U.S. Marine systems related customers.

    + Knowledge and understanding of the U.S. Government’s acquisition process including federal procurement regulations (FAR/DFAR).

     

    Salary Range: $91,200.00 - $136,800.00Salary Range 2: $113,500.00 - $170,300.00

     

    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

     

    Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
