    Summary :

    The position is responsible for managing all craft related and mandated Engineering Signal Department training to ensure all Signal employees are in compliance with Federal (FRA), State and LIRR regulations and rules including but not limited to CFR Part 233-Signal systems reporting requirements, CFR Part 234-Grade crossing signal system safety and State action plans, and CFR Part 235-Instructions governing applications for approval of a discontinuance or material modification of a signal system or relief from the requirements of part 236. Design, develop, implement, facilitate, evaluate, and measure all training and development activities related to Signal training section. Develop instructors’ skills, design course materials and implement training programs for Vital Processors, Electronics and New Technologies for Engineering Signal Department employees to maintain a highly skilled and qualified work force. Lead department representative with expansion, infrastructure, and new technology initiatives as they pertain to the Signal training section i.e. Positive Train Control (PTC), Second and Third Track Interlocking Reconfigurations, INFOR, Electronic Hours of Service. Maintain and upgrade when necessary WMB Signal Training Interlocking to ensure all Signal and other operating employees have the ability to practice and apply knowledge based assessments in a safe and controlled environment.

    Responsibilities:

    Responsibilities may include but are not limited to:

    + Plan, develop and implement Safety, Signal, Vital Processor, Positive Train Control, Electronic, Advanced Signal Technology (49 CFR Part 233- 236), Roadway Worker Protection (49 CFR Part 214 & 220), CFL/19A Certification and specialized vehicle/equipment training. Insure and maintain compliance with FRA 49 CFR Part 243 Training, Qualification, and Oversight for Safety-Related Railroad Employees

    + In accordance with CFR Part 243 Training, Qualification, and Oversight for Safety-Related Railroad Employees, develop, design, implement, facilitate, evaluate all training programs relevant to the Signal training section to ensure standardization and content are regularly kept current and up to date with FRA regulations and LIRR Operating Rules.

    + Work closely with Signal and other Engineering Departments on new designs and equipment upgrades providing research and evaluations that lead to electronic training and Advanced Training Classes for new job scopes and responsibilities

    + Establish and maintain interdepartmental and interagency liaison to keep programs current and within the parameters of union agreements, company policies and Safety Department initiatives.

    + Maintain accurate and complete records for training. Perform other administrative functions. Assessments of students' progress and provide feedback and recommendation on continuance in the program including task-based evaluations in accordance with CFR Part 243. Performance evaluation of staff and probationary employees.

    + Select, manage, develop, evaluate and motivate staff. Support career development for subordinates provide direction to employees and develop departmental/section goals. Ensure professional work environment which respects and enables employees to contribute to their full potential. Provide when necessary, all required documentation for students eligible for VA Benefits while in the Signal Training Program. Ensure compliance to Corporate Safety Policy and ensure a safe work environment for all employees.

    + All other activities as assigned by Director or senior staff

    Qualifications :

    + Bachelor’s Degree in Engineering, Operations, Business, Education, or related field. Demonstrated related equivalent experience of 9 years, education, and/or technical credentials may be considered in lieu of degree.

    + Minimum of 5 years related Engineering field and/or training experience

    + Current qualification in all areas of LIRR Signal operations and technology.

    + Valid driver’s license required

    + Strong technical background in signal maintenance and testing.

    + Extensive knowledge of the latest railroad signaling, networking, and fiber optic technology.

    + Subject matter expert in FRA/LIRR Regulations relating to all Engineering Signal Department operating procedures with practical experience in Roadway Worker Protection.

    + Strong problem-solving skills, and extensive human relations, written and oral communication skills with the ability to motivate employees.

    + Ability to design, develop, implement, facilitate, evaluate, and measure training and development activities.

    + Experience with forecasting LIRR hiring and training needs.

    + Working knowledge of applicable collective bargaining agreements and work rules.

    + Demonstrated knowledge of railroad operating rules and railroad safety rules.

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
