Incumbent works closely with the supervisor or senior specialists in performing duties identified in the full performance Responsibilities DUTIES Analyzes intelligence information concerning networks of people, organizations, and illicit movement of materials relative to the USNORTHCOM mission that indicate threats to the AOR. Performs systematic and detailed multi[1]source intelligence research of traditional and non-traditional sources of information to illuminate highly adaptable Transnational Criminal Organizations (TCO) threats, identify threats, and assesses the impact on the Department of Defense's (DOD) supported operations and the USNORTHCOM Homeland Defense mission. Develops and provides predictive, actionable intelligence on multiple international drug trafficking, TCO, and related threat networks in the defined AOR. Coordinates and collaborates with other analysts in the intelligence community (IC), DOD and LEA in the development of focused and vetted intelligence reports for immediate and future use in operational planning and execution of JTF-N missions. Identifies intelligence gaps and initiates action for the collection of supplemental information. Assesses CD/TCO threats' methods, procedures, and trends, and recommends the subsequent decisions and actions to counter such threats. Collects, reviews, interprets, evaluates, and integrates data from multiple sources in the process of analyzing targeted activities and organizations. Provides support to mission planning. Makes recommendations on operational matters used to initiate management actions to revise policy to commit Agency funds or resources. Actions indirectly may impact future ISR capabilities. Analyzes adversary weaknesses and provides intelligence advise to senior leaders ultimately maximizing mission effectiveness. Requirements Conditions of Employment Qualifications This position is a developmental position and will be filled at the GG-09 level with promotion potential to the GG-12. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. This is a GG-09 target 12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Professional" work category are at the " Entry/Developmental" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of basic principles of DoD, National Intelligence and U.S. Law Enforcement Agencies missions and functions; knowledge of fundamental principles and concepts of intelligence collection, analysis, evaluation, interpretation, and dissemination of information; and knowledge of intelligence data systems and computer hardware/software. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GG- 09 Target 12: 1. Knowledge of basic principles of DOD, National Intelligence and U.S. Law Enforcement Agencies missions and functions. 2. Knowledge of fundamental principles and concepts of intelligence collection, analysis, evaluation, interpretation, and dissemination of information; knowledge of intelligence data systems and computer hardware/software. 3. Skill in applying principles, concepts, and practices sufficient to perform in the intelligence field. 4. Skill in communicating factual and procedural information clearly, orally and in writing. 5. Ability to perform research, analysis, and evaluation to discover facts or fundamental relationships; and to analyze, interpret, and apply intelligence processes to situations, and recommend solutions to senior analysts/specialists. 6. Ability to effectively maintain control of classified material, assimilate disparate data, render knowledgeable and accurate assessments of the implication of data estimates, and make effective recommendations under conditions of urgency and pressure. GG-12: 1. Knowledge of the national intelligence community, DOD, and Joint structure, organizations, and mission/functions, inter-relationships and operations. 2. Knowledge of full range of intelligence research, processing, and exploitation methods, techniques, and practices using multi-source intelligence information (databases, analytic software, classified and unclassified systems, link analysis, call chaining, and threat development) to capture and report intelligence information in a usable form that directly or indirectly affects national security. 3. Knowledge of operational intelligence and analytical techniques in the application of target development against drug trafficking organizations and TOC networks; knowledge of international drug trafficking, transnational threats, trends, funding, and group relationships; knowledge of U.S. LEA's structure and operations along the U.S. borders including air, maritime, and land approaches. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collections requirements assessments that answer specific tasks to link and leverage agency capabilities and to develop new methods, approaches, or procedures. 5. Skill in communicating effectively with others both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 6. Ability to work independently without direct oversight. CONDITIONS OF EMPLOYMENT CONTINUED: 1. This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment. Access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, and involvement in Top Secret Special Access Programs (SAP) is required to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Access to Special Access Programs (SAP) will require the employee to submit to a Counterintelligence (CI) Polygraph (Poly) screening prior to access being granted (not a pre-employment requirement). Incumbent is subject to random CI-Poly screenings as a condition of employment. Failure to submit to a CI-Poly will result in debrief from all SAPs and removal from the position. 3. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. 4. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. 5. This position may be required to deploy to non-combat locations or in-place in support of contingency operations. Incumbent may be required to undergo a medical evaluation prior to deploying to assess the risk of injury or illness, or if any existing condition is likely to significantly worsen in the deployed environment. The incumbent must report any significant health conditions and changes in health status and/or medication requirements to their supervisor. This is not a pre-employment requirement.
