    Client: National Oceanic and Atmospheric Administration (NOAA)

    Overview

    Join a high-performance delivery team modernizing critical applications for the National Weather Service (NWS) within the National Oceanic and Atmospheric Administration (NOAA). This position supports the end-to-end redevelopment and transformation of legacy tools into scalable, cloud-ready, and extensible platforms that power storm reporting, weather intelligence, and forecasting capabilities used nationwide. As a Full Stack Developer, you will play a key role in modernizing the Local Storm Reports (LSR), Public Information Statements (PNS), and Storm Event Database (SED) systems. You’ll work across the software development lifecycle, contributing to both backend architecture and frontend interfaces, while integrating secure, maintainable, and mission-critical solutions that align with NOAA’s operational needs.

    Key Responsibilities:

    + Application Modernization

    + Develop and enhance full stack components for NOAA applications, ensuring modern code practices, architectural scalability, and alignment with federal IT security and accessibility standards.

    + Maintain legacy application functionality and outputs during transition to modern frameworks and microservices-based architectures.

    + Refactor, optimize, and modularize legacy codebases to support improved performance and maintainability.

    + Front-End Development

    + Build responsive, intuitive, and consistent user interfaces in alignment with existing NOAA UI patterns.

    + Ensure compatibility across major browsers, adherence to WCAG 2.1 accessibility guidelines, and FISMA compliance.

    + Back-End & Database Engineering

    + Design and implement backend services and APIs using modern frameworks and secure coding practices.

    + Support enhancements to the Storm Event Database, improving query performance, scalability, and data accessibility.

    + Ensure data integrity and interoperability with downstream NOAA systems and stakeholders.

    + Generative AI & Innovation Integration

    + Collaborate with solution architects and data scientists to evaluate the use of Generative AI for development acceleration, workflow automation, or enhanced decision support.

    + Contribute to pilots and prototypes that demonstrate value while maintaining adherence to federal AI ethics and security guidelines.

    + Agile Collaboration & DevSecOps

    + Participate in Agile ceremonies, sprint planning, and peer reviews to ensure delivery quality and velocity.

    + Support integration into CI/CD pipelines, automated testing, and containerization (e.g., Docker, Kubernetes).

    + Collaborate with infrastructure teams to deploy applications in cloud or hybrid environments.

    Required Qualifications:

    + Bachelor’s degree in Computer Science, Software Engineering, or related technical field

    + 5+ years of experience in full stack software development

    + Proficiency in at least one modern JavaScript framework (React, Angular, or Vue) and backend language (Java, Python, Node.js, or equivalent)

    + Strong experience with relational databases (e.g., PostgreSQL, MySQL) and API development

    + Familiarity with Git, CI/CD pipelines, and containerization technologies

    + U.S. Citizenship and ability to obtain a Public Trust clearance

    Preferred Qualifications:

    + Experience modernizing federal legacy systems or working in a government cloud environment

    + Understanding of NOAA/NWS mission or prior work with environmental data platforms

    + Exposure to Generative AI platforms or APIs (e.g., OpenAI, Amazon Bedrock, Hugging Face)

    + Experience working with Agile teams using Jira, Confluence, and GitLab/GitHub

    + Knowledge of federal cybersecurity frameworks (e.g., FISMA, FedRAMP)
