    Position Overview:

    The Project Manager will oversee the Head Start Information and Communications Center (HSICC) contract, providing strategic leadership and day-to-day management. This role requires coordination with multiple stakeholders, including federal staff, partners, and content creators, to ensure timely and high-quality deliverables that support the Head Start mission. The Project Manager will work in a hybrid environment, with regular travel to the HHS OHS headquarters and BLN24 offices as required.

    Key Responsibilities:

    + Lead the planning, execution, and delivery of all contract tasks and subtasks.

    + Manage cross-functional teams, ensuring coordination across all workstreams.

    + Maintain project schedules, budgets, and quality control measures.

    + Serve as the primary point of contact for the Contracting Officer’s Representative (COR) and key federal stakeholders.

    + Develop and maintain the Project Management Plan (PMP), Work Plan, Quality Control Plan (QCP), and required status and performance reports.

    + Analyze and report on project performance, risks, and issues.

    + Supervise key personnel and ensure adequate staffing and team performance.

    + Ensure adherence to Agile methodologies, quality standards, and federal policies.

    + Travel as needed to attend meetings and coordinate with stakeholders at the HHS headquarters.

    Required Qualifications:

    + Minimum seven (7) years of project management experience, with ten (10) years preferred.

    + At least three (3) years of experience working with human services or public health organizations; early childhood service delivery preferred.

    + Minimum of three (3) years of supervisory management experience.

    + Experience managing budgets and financial performance.

    + PMP certification required.

    + Experience with Agile project management methodologies.

    + Strong data analysis and decision-making skills.

    + Exceptional interpersonal, written, and oral communication skills.

    + Proficiency in Spanish is required.

    + Prior Head Start program experience (minimum five years) is required.
