    Brief Description

    The Director, Pathologist Quality Registry is responsible for :

    + Managing the Physician Quality Registry Reporting System (PQRS) measures, registries, and quality improvement activities.

    + Oversee the development and execution of product strategies and roadmaps that align with and fulfill the clinical vision of the registries.

    Specific Duties

    Primary duties and responsibilities:

    + Develop and manage product roadmaps for the Pathology Quality R egistry with support of CAP Enterprise Program staff; identify areas of opportunity to increase the value of registries through advancement of the registries as providers of clinical outcomes and quality improvement metrics that offer value to pathologists .

    + Evaluate and select technology vendors for partnerships where necessary to fulfill product requirements and/or develop new products to expand the value of the registries. Establish and maintain positive relationships with external partners to contribute to and inform registry development. This includes, but is not limited to, specialty societies, private payers, industry and/or standard-setting and accreditation organizations.

    + Lead initiatives to ensure business continuity and to support future registry growth; this includes defining and executing initiatives to document current business processes and to identify areas of continuous improvement that support efficiency and effectiveness.

    + Serves as primary, day-to-day manager of contractual relationship with the registry vendor. Works with the vendor to ensure Scope of Work and Service Level Agreements are performed effectively.

    + Facilitates and tracks the process of practice on boarding between new practices and the vendor. Provides guidance to physician practices through the connection process and provides support to users on measures, reports and benchmarking.

    + Provide strategic guidance on registry content, including data fields and specifications for inclusion in the registry; as well as updates to the registry data model.

    + Ensure that the Pathologist Quality Registry’s quality measures are properly maintained to meet CMS requirements and that new measure development projects meet established goals and timelines.

    + Manage the annual self-nomination application to obtain/ maintain CMS designation as a Qualified Clinical Data Registry.

    + Works with the Marketing team to develop and execute marketing campaigns to promote greater member use of the registry.

    + Attend the CAP Annual Meeting and other CAP meetings and provide support to educational programs to promote participation in the registry.

    + Provide staff support to the Ad Hoc Committee on the Registry. Provides additional staff support to the Performance Measures Committee, the Council on Government and Professional Affairs, and other CAP Governance entities as needed.

     

    Knowledge/Skills Required/Preferred

    Personal:

    + Must be highly motivated and able to work collaboratively in a diverse, team-oriented work environment.

    + Must be flexible and able to adapt to changing circumstances.

    Professional:

    + Subject matter expert on the use of data from various sources ( e.g. electronic health records, claims, and registries) to develop, test and implement quality measures and support quality improvement programs

    + Provide expertise in the design of quality improvement programs involving multi-stakeholder collaboration

    + Utilize a variety of qualitative and quantitative methods in quality improvement and the design, conduct, analysis and reporting of observational research on natural history of disease and comparative safety and effectiveness of medical interventions.

    + Exercise judgment regarding issue development and planning and strategic and tactical decisions

    + Work with minimal supervision

    + Strong oral and written communication skills

    + Ability to work with staff and members to formulate strategy on controversial and complex issues and in adverse political environments

    + Demonstrate ability with a variety of computer applications and Microsoft Office programs

    T echnical:

    + Expertise in development of quality measures for Medicare, National Quality Forum endorsement, measures testing, and measures maintenance.

    + Clinical training and/or previous work on e-measure development are highly desired

    Education/Experience

    Education

    + Master’s Degree in public health , public policy, business administration, health economics, or health services administration, or a relevant discipline, or have equivalent relevant work experience.

    Experience

    + A minimum of 6 – 8 years of experience within the overall health care industry is required , with prior experience working in a quality or outcomes measurement-focused organization ( e.g. AMA-PCPI, NQF, and NCQA etc.), research organization, a provider association/society, consulting firm, or the health care industry at large.

    + Direct experience with technical aspects of quality measure development, endorsement, and implementation processes especially development and implementation of technical specifications for quality measures.

    + Experience analyzing scientific literature and conveying findings into various outputs.

    + Demonstrable quantitative or qualitative research skills

    + Demonstrated project management experience

    + Experience presenting to and interacting with technical experts and senior-level executives

    + Exemplary problem solving and analytic skills with the ability to apply knowledge outside of one’s immediate functional area and to rapidly assimilate and articulate new subject matter

    + Solid communication skills, including the ability to concisely explain complicated concepts and quantitative results using models and frameworks.

    + Advanced Microsoft Office skills such as PowerPoint, Excel, and Word

    Additional Criteria

    Occasional weekend travel required. Less than 10% of the time.

     

    This position is based out of the Washington, DC office. Candidates must reside within 75-miles of the DC office.

     

    Salary: $135,000 - $172, 000
