    APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE OR BE REACHABLE WITH THE SCORE OF 100 ON THE OPEN COMPETITIVE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES EXAM (# 1121)

     

    Under direction of the Director of Customer/Correspondence Services (Administrative Director of Social Services, M-II), with great latitude for the exercise of independent judgment, the Administrative Director of Social Services, NM-I, functions as the Director of Priority Inquiry Unit. S/he administers and directs the work of a small organizational area of Supervisors and Caseworkers engaged in the investigation, analysis and resolution of approximately 300 inquiries a month of which 100 are written, 200 are telephonic inquiries, complaints and issues received from HRA’s Office of Constituent Affairs and other agencies regarding custodial and non-custodial parents’ concerns on post-order child support cases that require special handling. The Director investigates and resolves high profile cases and legal inquiries received from the media and attorneys regarding complex child support issues such as threats from parents who plan to harm their children, themselves and/or the Agency.

    The Office of Child Support Enforcement is recruiting (1) one Administrative Director of Social Services NM-I to function as a Director who will:

    - Plan, coordinate and direct the day-to-day activities of Supervisors and Caseworkers who receive and analyze complex inquiries from Congressmen, Senators, Assemblymen, the HRA Commissioner, the Mayor, respondent, client and various community and legal organizations; determine the course of action needed to resolve the complaint/inquiry and provide information regarding child support cases.

     

    - Delegate prioritized work assignments to staff, review and evaluates work output; resolve complex issues and/or complaints and ensures cases are handled in a professional and timely manner; conduct appropriate training and guidance to ensure a timely, steady, and productive workflow.

     

    - Resolve difficult and complex/problem cases, determine actions required, interact with other OCSE divisions; research legislative mandate, procedure and process to ensure appropriate interpretation of child support laws and prepare response to higher-level inquiries regarding cases, ensuring compliance with all policies and regulations.

     

    - Interface with the Office of Legal Affairs, the Inspector General’s office and the Bureau of Client Fraud to ensure the appropriate handling and resolution of complex cases; serve as liaison to the Mayors Action Center and HRA Complaint Tracking Division. Interact and respond to all threats received via the NYS Child Support Helpline by coordinating with the various OCSS units and senior management.

     

    - Prepare and submit reports to the Director of Customer/Correspondence Service to update senior management regarding unit work activities, goals and objectives. Identify new ways and methods to improve information exchange and cooperation between the mayor’s office, various elected officials and other components of the agency; consult and secures assistance as required.

     

    - Conduct staff meetings to inform and train employees on policy changes, procedures, agency goals and unit objectives.

     

    - Monitor subordinate time and leave and conduct job performance reviews, evaluations and ratings.

    Hours: 9am-5pm

    Qualifications

    1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

    2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.

    Salary Min: $ 71,246.00

     

    Salary Max: $120,000.00
