About the Role
A Senior Engineer in the Construction Management Division (CMD) of the Engineering Dept is the immediate supervisor to the field staff (inspectors) who monitor the contractors. The successful candidate will be responsible for not only updating and advising the Senior Resident Engineer and Resident Engineer but also managing the field staff to support all ongoing construction contracts. He/she will be responsible for coordinating all work between the contractors and the Facility. The position will be located at the George Washington Bridge Resident Engineer's Office located in Englewood Cliffs, NJ but can be relocated to any other PA Facility within the Port District depending on CMD workload demands.
Responsibilities
Reporting to an Engineer of Construction and under the direct supervision of the Resident Engineer, the Senior Engineer is sometimes referred to as the Assistant Resident Engineer (ARE). The ARE is responsible for the following:
+ Act as the day-to-day construction manager for assigned projects, reporting to the Resident Engineer.
+ To be fully competent in all conventional aspects of the subject matter or functional area of assignments. This included planning and conducting work requiring judgment in independent evaluation, selection and substantial adaptation/modification of standard methods, techniques, procedures and criteria.
+ Assist the Resident Engineer in Coordinating with Facility forces and other stakeholders to advance work in the most efficient manner possible while least impacting facility operations.
+ Understand the Contract and assist the Resident Engineer in using its clauses to administer and enforce policy necessary to complete projects.
+ Advise Resident Engineer of contractor disputes and help use the administrative process to resolve.
+ Supervisestaff including assigned engineers, inspectors,consultants and administrative staff on a project basis. – ensure that they are properly carrying out their functions of ensuring proper installation and advancement of construction and that they are filing the proper documentation.
+ Review contractor payments, assist the Resident Engineer in reporting monthly on construction progress and financial health of projects, and elevate potential issues.
+ Independently performs most assignments with instruction only regarding general expected results.
+ Receives technical guidance for unusual or complex problems and supervisory approval of proposed project plans.
+ To devise and define new solutions to problems encountered.
+ Will act as a Lead Engineer Architect (LEA) on numerous Stage IV assignments.
Minimum Qualifications
+ Must possess a Bachelor’s Degree in Engineering and/or Architecture from an accredited college or university
+ Five or more years functioning as Engineer or related experience
+ Must have a valid driver’s license
+ Applicants must meet all performance and attendance standards and have completed all probationary periods at time of appointment.
Desired Qualifications
+ Registered Professional Engineer or registered Architect in New York or New Jersey and/or Certified Construction Manager certification (CCM).
+ Demonstrated knowledge and implementation of Construction Management Division (CMD) strategies, processes and procedures in a variety of construction types; especially in bridges and roadway construction.
+ Excellent oral and written communication and presentation skills utilizing Microsoft software.
+ Strong problem-solving and decision-making skills as evidenced from experience in managing and settling contractor disputes.
+ Demonstrated experience of monitoring actual expenditures and schedules against budgets and forecasts.
+ Demonstrated experience supervising and coordinating Port Authority construction projects at active facilities.
+ Demonstrated experience managing a team of engineers and inspectors of permanent andconsultant staff.
+ Demonstrated knowledge of WINTRAK.
+ Demonstrated knowledge of the Reflective process.
