Responsibilities The primary purpose of this position is to serve as a technical expert on the scholarship process, performing the full range of substantive administrative, clerical and/or procedural work in support of Headquarters Air Force Reserve Officer Training Corps (HQ AFROTC) scholarship programs. Provides office automation utilizing various regulations and instructions, computer systems, data bases, office automation software with varied functions to produce a wide range of documents and products. Manages the board selection, application, and guide creation processes while providing critical communications between HQ AFROTC and Detachments. Serves as a technical expert on a variety of educational and personnel programs. Manages multiple automated AFROTC scholarship selection boards. Independently processes paperwork, manages multiple office automation software programs with varied functions to produce a wide range of documents, formats, spreadsheets, and data management to support goals and program training cycles. Serves as a liaison between AFROTC and staff at the cadet data processing system department. Assists with creating and updating AFROTC guides for scholarship applicants and AFROTC staff. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes knowledge of extensive body of rules, regulations, procedures, and program requirements applicable to AFROTC scholarship administration and personnel support. Knowledge of scholarship theories, principles, and techniques to advise individuals on educational and vocational opportunities. Knowledge of military and civilian occupational structures and trends; understanding of educational institutions and programs to provide accurate and appropriate recommendations. Proficiency in office automation tools and automated systems to support operations and prepare documents. Knowledge of grammar, spelling, punctation, and standard office terminology to create accurate, professional documentation. Skill in written and oral communication to develop working relationships and present information effectively to a diverse audience. Ability to analyze cadet personnel data and utilize automated systems to create reports and manage scholarship-related tasks. EDUCATION: I have successfully completed graduate level education in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts. COMBINATION OF EDUCATION AND EXPERIENCE: I have a combination of specialized experience and education as described above. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Title 10, US Code, Air Force instructions, and all other regulations pertaining to the operation and function of scholarships for AFROTC cadets. 2. Knowledge of military organizational structure, protocol, and similar matters. 3. Knowledge of general office administrative and clerical procedures such as independently processing paperwork, managing multiple office automation software with varied functions to produce a wide range of reports, documents, formats, spreadsheets, databases, and graphs. 4. Skill in using one or more established computer programs/software (Microsoft Office) to enter, maintain, sort and retrieve organizational and/or program data. 5. Ability to analyze, plan, organize, and adjust work priorities as required to meet organizational goals and timelines. 6. Ability to communicate both orally and in writing and maintain effective work relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application. Official transcripts are not required at the time of application; however, if position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified prior to appointment. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
