Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Operations Directorate, Planning, Programming, Accountability and Evaluation Division, located in Washington, DC. Responsibilities CBP Office of Trade is the architect of the most robust customs system in the world and the second largest revenue source for the U.S. Government. We facilitate legitimate trade, enforce U.S. laws, and protect the American economy as well as consumer health and safety. Collaborating with industry and government partners, we create a fair, competitive, and safe trade environment, and we enforce U.S. trade law to protect national economic security. Our expertise in the trade community allows us to lead the development of streamlined and efficient processes that provide certainty for legitimate importers, while combatting transnational crime. This position starts at a salary of $120,579.00 (GS-13, Step 1) to $156,755.00 (GS-13, Step 10) with promotion potential to $185,234 (GS-14 Step 10). In this position, you will play a critical role, developing new innovative ways to use data to gain insight and strategic advantage, through the development of new tools and techniques, that will assist in providing guidance and consultations based on data driven results. Typical work assignments include: Providing expertise to management through the application of advanced data science techniques including data extraction, transformation, cleaning, modeling, machine learning, and artificial intelligence (AI) to process and extract insights from structured and unstructured data and provide guidance for solutions to a variety of complex challenges to the Agency's Office of Trade Planning Analysis and Evaluation programs that have a significant impact on personnel decisions. Serving as a subject matter expert to management in innovative trade related areas such as the machine learning and AI generated services such as risk assessment, targeting operational reporting and participating individually or as a team member in determining data requirements for projects and studies such as workload ranges, databases, and software to be used. Applying advanced quantitative, computer science, mathematical, and statistical skills to interpret extremely large structured and unstructured data sets, the results of which will be used for developing risk assessment and target forecasting and augmenting data- driven decisions regarding the administrative and compliance programmatic aspects of OT and CBP's operations and management. Qualifications This position has an Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience requirements. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience. You qualify for this position if you meet the basic requirement listed above and possess the experience as described below: Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Gathering, processing, and converting raw and unstructured data from a variety of systems and databases into clean, organized information. Performing quantitative and qualitative analysis and data quality assurance using statistical software and computer programs (e.g., R, Python). Conducting exploratory analysis using machine learning and AI. Identifying and assessing relevant data sources' validity and reliability to meet project needs. Preparing reports using machine learning, programming, and data visualization skills to present findings. Developing training materials or other tools to assist managers in utilizing data and reports that are produced. Ensuring comprehensive documentation regarding all data and analyses produced.
