Position Summary
The Human Resources Deputy Director is a senior leader within the HR department and a member of the HR leadership team, reporting to the Chief Human Resources Office (CHRO). This role leads, manages, and directs the HR functions of an assigned division—either the Enterprise Division or the Organizational Development Division.
1) The Human Resources Enterprise Division includes Benefits, Leave and Accommodations and Operations teams responsible for employee and retiree benefits programs and contracts, administration of employee leaves and ADA Title 1 accommodations and the administration and documentation of time and labor and personnel actions. The division is also responsible for related systems, policies (including Benefits Policies), contracts and budget planning.
2) The Human Resources Organizational Development Division includes Diversity, Inclusion, and Organizational Development; Talent Services—comprising Business Partners, Talent Acquisition Specialists and Exams Specialist—strategic staffing, recruitment and selection, classification reviews, day-to-day HR consultation, performance management, and management of the countywide leadership and training strategy which includes oversight of the learning management system. The division is also responsible for related systems, policies (including the Personnel Rules and the Affirmative Action Plan), contracts and budget planning.
This key HR leadership role provides strategic direction to assigned business areas and partners with county service teams to align HR support with departmental goals. The Deputy Director plays a critical role in advancing organizational effectiveness, performance management, and strategic workforce planning. Additionally, the position cultivates partnerships to attract, retain, and develop a diverse workforce; serves as a strategic advisor and thought leader; and champions an inclusive, engaged, and collaborative culture aligned with Ramsey County’s vision, mission, values, and strategic priorities.

Flexible Workplace: This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. + Create, promote and adopt a countywide competency model and framework that defines expectations for employee behaviors that align with the Ramsey County Values of, people, inclusion, community, equity, and leadership.
+ Assist the CHRO in developing human resources strategic plans to support the vision, mission, goals, and values of the county.
+ Plan, develop and implement the strategy and vision for all HR services and functions.
+ Provide HR advice and consultation to county management.
+ Ensure efficient and equitable implementation of the county’s HR strategy across all departments.
+ Directly or indirectly lead, supervise and coach HR staff in setting goals and priorities facilitating county employees’ professional development, and establishing standards in creating and utilizing tools to review individual and team performance.
+ Ensure Ramsey County service teams receive appropriate HR support, guidance, and strategic partnership for the accomplishment of their various business objectives.
+ Lead and drive alignment of organizational relationships and HR operations between the Human Resources department and the county service teams they support.
+ Ensure compliance with federal, state and local labor laws, Ramsey County Personnel Act and Rules and County Board policies.
+ Ensure all talent acquisition and retention services for the county are executed effectively and efficiently.
+ Ensure the appropriate learning and development offerings are managed and administered for the development of all county staff.
+ Effectively provide HR services to county leadership, allocating and assigning HR resources to ensure d the county departments receive effective and efficient HR support
+ Assist county leaders in accessing human resource services in a timely manner throughout the employee life cycle.
+ May assume the duties and responsibilities of the CHRO during their absence, providing leadership and direction for the HR organization.

Minimum Qualifications
Education: Bachelor’s degree in human resources, industrial relations, public administration or a closely related area.
Experience: Seven years of professional human resources experience with increasing levels of responsibilities; including at least four years of leadership and supervisory experience.
Substitution: Equivalent combination of education and related experience.
Certifications/Licensure: None.
Exam/Screening Process Information

This is a classified, managerial position that is exempt from the examination and certification requirements. Classified positions, so designated, shall be filled by means of an open application and screening process as stated in section 383A.288 Subd. 6 and the provisions of section 383A.289 of the Personnel Act.
Veteran's Preference: This is a classified, managerial position that is exempt from the examination and certification requirements, holding a confidential relation to the department head or elected official. This position meets the requirements for an open screening and selection process. There is no exam for this position. Applicants who meet the minimum qualifications will be forwarded to the department for consideration.
