Summary You will serve as a SUPERVISORY INTERDISCIPLINARY PHYSICAL SCIENTIST/OCEANOGRAPHER in the PHYSICAL OCEANOGRAPHY DIVISION of NAVOCEANO BAY ST LOUIS. Responsibilities You will formulate plans to accomplish the Division mission and tasks based on broad guidelines provided by the Department Director. You will interpret plans by the incumbent based on extensive experience and knowledge of physical oceanography and ocean sensing. You will oversee the personnel of the Division and provide direct administrative and technical supervision to branch level supervisors, supervisory oceanographers and physical scientists. You will be responsible for carrying out EEO policies and communicating support of these policies to subordinates. You will keep abreast of scientific and technological developments in oceanography and special naval operations to improve the collection, processing, analysis, and presentation of useful environmental knowledge. You will ensure the accuracy of environmental and climatological databases submitting updates as needed to the Oceanographic and Atmospheric Master Library (OAML). You will prepare the Division budget, ensuring cost effective proposals and expenditure of resources needed to support objectives. You will prepare current and out-year resource requests inclusive of requirement and impact statements. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing systems and platforms to plan and execute unique or special surveys. Experience in oceanography-related disciplines such as acoustics, bathymetry, hydrography, geology, geophysics, etc. Experience performing high-level review of performance plans, employee ratings and recognition and resolving employee disputes, disciplinary actions, and counseling on work and administrative matters. Experience providing recommendations for improvements for data collection, processing, and retention of oceanographic data and products. Experience reviewing the process and transmission of collected data, and the preparation and production of interpretative reports and publications. Experience preparing the Division budget, ensuring cost effective proposals and expenditure on resources needed to support objectives. Experience communicating effectively through written reports and oral communications sufficient to prepare and present findings and recommendations before groups including senior military (flag) officers and senior civilians. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: General Physical Science Series, 1301 Individual Occupational Requirements Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Oceanography Series 1360 Individual Occupational Requirements Basic Requirements: Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. or Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.
