    Duties and Responsibilities

     

    This is a professional position performing highly responsible technical, consultative, administrative and managerial work. The incumbent of this position performs administrative work and assists in directing, planning, and organizing the Bureau of Contract Management. This position acts as the back-up to the Bureau Chief. This position utilizes independent judgment in formulating policies and procedures. In addition, the incumbent in this position is required to spend a major portion of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions for staff in this unit. The incumbent in this position is expected to function with a great deal of independence and have high-quality organizational, motivational, and supervisory skills.

     

    Supervises and motivates assigned staff, to ensure their work performance and work product is timely, accurate, and of high quality. Motivates staff to fully support and exemplify a positive and ethical work environment which allows all employees to achieve their full potential in carrying out the Department’s mission and goals.

     

    Maintains a positive working relationship with other managers within the Bureau, to ensure the most efficient, effective, consistent and feasible manner of workflow is accomplished.

     

    Consults with Bureau Chief and keeps him/her abreast on matters, as appropriate. Makes recommendations for systematic ways to improve the process of contract document development and construction. Makes recommendations for ways to improve the office’s overall operations

     

    Performs contract management oversight for all Department procurements; ensures contracts are managed according to Florida Certified Contract Manager guidelines and Department of Juvenile Justice (DJJ) policy and procedure.

     

    Coordinates program transitions for contracted providers.

     

    Coordinates all administrative monitoring of contracted providers based on the prioritization assessment results for each fiscal year.

     

    Attends service delivery meetings with program area staff and contract administration staff to keep abreast of current contract activities, acts as liaison with program area staff regarding contract management issues.

     

    Acts as liaison with Finance and Accounting to resolve any invoice issues or respond to any Department of Financial Services (DFS) expanded audits.

     

    Performs supervisory review of all Program Monitoring and Management System (PMMS) functions to include monitoring plans, summaries, deficiencies, and performance measures; assigns contracts to managers in PMMS.

     

    Provides technical assistance to contract managers, program areas, and providers, as required.

     

    Communicates effectively with customers external to the Bureau, maintaining a positive and collaborative working relationship.

     

    This isnota telework position.

     

    Serves on process work groups as assigned.

     

    Performs other related duties as assigned.

    KNOWLEDGE, SKILLS AND ABILITIES, INCLUDING UTILIZATION OF EQUIPMENT, REQUIRED FOR THE POSITION:

    Knowledge of basic management principles and practices.

     

    Knowledge of the methods of data collection and analysis.

     

    Ability to effectively supervise people.

     

    Ability to determine work priorities, assign work and ensure proper completion of work assignments.

     

    Ability to communicate effectively.

     

    Ability to establish and maintain effective working relationships with others.

     

    Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.

     

    Ability to organize data into logical format for presentation in reports, documents and other materials.

     

    Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices.

     

    Ability to conduct fact-finding research.

     

    Ability to work independently.

    PREFERRED QUAULIFICATIONS:

    Bachelor’s degree from an accredited college or university.

    Preference will be given to candidates that:

    + Are current State of Florida employees.

    + Are Florida Certified Contract Managers.

    + Have 1-5 years direct supervisory experience with the State of Florida.

    + Are familiar with F.S. 215.422.

    + Have contract management experience with State of Florida service providers.

    + Will accept the base rate of pay$2,094.06- bi-weekly.
