    Lt. Governor Dianne Primavera serves as the second highest ranking elected or appointed official in the executive branch of the State of Colorado. The Office of the Lt. Governor works closely with the Office of the Governor to ensure the effective implementation of the Polis-Primavera Administration’s priorities. The Office of the Lt. Governor leads a broad portfolio of programs, including Aerospace and Defense, the Colorado Commission of Indian Affairs, Disability Policy, the Office of eHealth Innovation, the Office of Saving People Money on Health Care, and Serve Colorado.

    Position Title: Health Policy Advisor

     

    Department: Office of Saving People Money on Health Care - Lieutenant Governor

     

    FLSA Classification: Exempt

     

    Organizational Relationships: The Health Policy Advisor (“advisor”) reports to the Senior Health Policy Advisor/Deputy Director of the Office of Saving People Money on Health Care (OSPMHC). Depending on interest and the needs of the team, the Health Policy Advisor may also supervise the Health Policy Analyst/Coordinator.

     

    Expected Annual Travel: This varies from time to time and may entail occasional travel within and outside the State.

     

    Summary of Functions: Provides strategic policy and legislative analysis and recommendations, project management, and general policy support for the Governor's health policy agenda. The advisor’s portfolio is assigned by the Senior Policy Advisor/Deputy Director.

     

    Duties and Responsibilities: The advisor maintains policy expertise, develops strategies, and is prepared to brief and advise the Governor, Lt. Governor, and other administration officials concerning all the issue areas in their portfolio. The advisor will coordinate their work as needed with other policy advisors, other offices of the Governor and Lt. Governor, and appropriate state agencies. Advisors work closely with the Governor’s legislative team to help advance the Governor’s agenda during legislative sessions.

     

    The advisor serves as an external representative of the OSPMHC and the Governor’s Office in forums, public engagement opportunities, and formal organizations. Also required is effective communication skills and comfort interacting with a wide range of stakeholders, including legislators, executive staff, advocates, and members of the public. Someone comfortable working in and leading efforts in diverse and fast-moving environments and who has the coordination skills to ensure multiple teams are working together to achieve the health care goals of the Polis-Primavera Administration would be ideal for this position.

     

    The advisor will monitor budget, legislative, and administrative developments at the state and federal level that impact Colorado, particularly those that affect the Administration’s priorities, and propose responses as appropriate.

     

    Skills and Competencies: Successful policy advisors have the ability to multitask and function effectively in a complex professional environment. They are detail-oriented strategic thinkers with well-developed decision-making, research, analytical and project management skills. They also have strong written and verbal communication skills, advanced interpersonal skills, the ability to learn quickly, and the ability to influence and persuade to affect solutions to complex problems. A well-developed familiarity with Colorado policy issues, federal health policy issues, the Governor's priorities, and state demographics is an asset.

     

    Additional competencies should include the ability to synthesize complex information and research into concise, relevant, logical and organized formats for analysis and discussion as well as the ability to identify and resolve or minimize potential conflicts in goals and objectives, missions and agendas. The ability to work effectively in teams, a good sense of humor, and a positive attitude all are important.

     

    Advisors must have the ability to identify and assess the role of specific policy initiatives and goals in the context of a broad agenda. They develop and maintain strong working relationships with key stakeholders and constituencies throughout the state to inform this work. This varies from time to time and may entail occasional travel within and outside the State.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Required qualifications:

    + Public policy research, analysis and development skills, as demonstrated by professional experience

    + 4 or more years of relevant experience in health policy

    + Advanced interpersonal skills

    + Excellent written and oral communication skills, and experience supporting or briefing senior leaders

    + Familiarity with governmental and legislative processes

    + A high degree of professionalism and confidentiality

    + Ability to identify and assess specific policy initiatives and goals in the context of a broad agenda

    + Ability to multitask and function effectively in a complex, high-performing, fast-paced, professional environment

    + Strong organizational abilities

    + Demonstrated adherence to deadlines while adapting to incoming priority changes

    Preferred Qualifications:

    + 6 or more years of relevant experience in health policy

    + Experience in the following areas: behavioral health, public health, reproductive health, maternal health; and/or health care workforce

    + Experience working with the Colorado General Assembly on health policy issues

    + Knowledge of the Colorado state budget, federal health policy issues, the health care priorities of the Polis-Primavera Administration, and the Colorado health policy landscape

    + Ability to analyze and understand disparate health policy impacts on different communities including rural communities, communities of color, disability, and aging communities and low-income individuals

    + Experience with, or knowledge of, the state regulatory rules process

    + Familiarity with Colorado executive branch health agencies, divisions, and offices
