    General Purpose

     

    Provide legal advice on a variety of federal energy regulatory matters, including thoserelating to transmission facilities, wholesale transmission and interconnection service, and energy markets. Familiarity with Federal Energy Regulatory Commission (FERC) regulations and regulatory processes a must.State utility regulatory experience a plus. Position located in Portland, Oregon.

    Responsibilities

    ​​

     

    • Provide legal support for transmission services, policy and strategy, including advice on FERC and regional energy policy issues.

    • Advise on all manner of Open Access Transmission Tariff (OATT) compliance issues, as well as pre-OATT legacy/grandfathered agreements issues.

    • Advise on participation in energy markets and associated issues

    • Advise on regulatory compliance issues, including tariff, WECC/NERC reliability standards and standards of conduct and affiliate compliance, and assist with training for company personnel.

    • Advise management regarding industry developments and trends in judicial, regulatory or legislative outcomes.

    • Provide legal support for federal transmission and ancillary services rate development.

    • Negotiate transmission, interconnection, system impact and facilities studies, and other types of commercial agreements

    • Develop legal assessments, interpretations, recommendations and opinions on laws, policies and regulatory issues. Develop and present recommendations to senior management within the organizational unit and the Company regarding courses of action.

    • Experience in state regulatory or administrative proceedings before the state public utility commissions, including in regulatory policy, tariff filings, including rate proceedings, complaint proceedings, rulemaking and other regulatory applications and filings a plus.

    • Ensure appropriate application of all laws and regulations, including PacifiCorp’s tariffs, related to PacifiCorp’s corporate and operational activities and transactions.

    • Assess and mitigate legal risks of company activities and advise management and other company personnel on legal and strategic matters.

    • Establish policies and procedures consistent with established legal principles and requirements.

    • Monitor and maintain current knowledge of energy industry trends in legal and compliance matters and pursue ongoing professional development to maintain current knowledge on best practices.

    • Consult with and manage outside legal counsel and provide guidance and training to less experienced attorneys.

    • Manage attorneys and other legal staff as appropriate.

    Requirements

    • Juris Doctorate degree from an accredited law school and successful completion of bar exam in one or more states in which the company conducts business.

    • A minimum of eight years’ previous law firm experience, government or corporate legal department.

    • Experience with FERC transmission regulation and policy.

    • Experience in tariff interpretation and reliability standards

    • State utility regulatory experience a plus.

    • Demonstrated in-depth experience and knowledge with legal and/or regulatory issues.

    • Management skills including the ability to negotiate with and influence peers and senior officers on policy and strategic issues.

    • Communication and interpersonal skills including the ability to manage and motivate employees.

    • Use oral and written communication to create a vision, communicate strategy, and effectively interface with other company leaders.

    • Knowledge of the company’s strategic plan, regulatory and political environment, as well as the company’s policies, procedures, and practices, and applicable federal, state, and local laws and regulations.

    • Ability to assess and interpret external rules and regulations.
