Summary You will serve as a ACQUISITION PROGRAM ASSISTANT MANAGER in the Contract Management Division of the Chief of Staff and Executive Director of Commander, Pacific Fleet of OPERATIONAL SUPPORT FACILITY. Responsibilities You will have a detailed knowledge and understanding of acquisition statutes, regulation, directives and procedures as well as business practices associated with the Department of Navy Commander, Pacific Fleet Headquarters Acquisition Program. You will provide advice regarding contract strategies to best accomplish the project acquisition plan. You will establish requirements for and expedites/reviews consolidation of all procurement packages input to meet timely and technical requirements of assigned acquisitions. You will collect and analyze quantitative and qualitative data in significant areas relating to procurement and contract operations. You will have expert technical, production and contract knowledge, as well as a wide range of qualitative and quantitative analytical techniques to translate strategies into achievable outcomes, and establish performance measurement techniques. You will have knowledge of Government Acquisition, Federal, Departmental, Agency laws, regulations, and procedures, as well as industry practices in accordance with the Defense Federal Acquisition Regulations and the Federal Acquisition Regulations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating acquisition statutes, regulations, directives and procedures in addition to applying the understanding of contract performance management, contract administration, quality assurance, and procurement in support of naval operations.
