Department: Vocational & Employment Services (VES)
Schedule: Monday – Friday 8:00am – 4:30pm (40 hrs.)
Rate of Pay: $22.00 - $25.00 per hour
Primary purpose of the position
Oversees & ensures the compliance of regulations in assigned employment services.
Key Performance Areas
+ Acts as a liaison with funding sources in scheduling, training, completing required paperwork
+ Supervises program staff and oversees scheduling, training and completing required documentation
+ Directly provides direct employment services as needed
Qualifications Needed
+ Bachelor’s Degree with major in human services or related field AND (3) yrs of paid full-time direct services experience with the ID/DD field OR
+ Associate’s degree with major in human services or related field AND (3) yrs of paid full-time direct services experience with the ID/DD field AND
+ Valid NYS Driver’s License w/ approved driving record

Position Summary:
Oversee and ensure the compliance of regulations in assigned employment services. Under supervision, develops, coordinates, and supervises the Employment Services, OPWDD, ACCES-VR and the Commission for the Blind areas. Acts as a liaison with funding sources in scheduling, training, completing required paperwork and ensuring Individual’s participation in PTE, ETP, SEMP, ACCES-VR and Commission for the Blind.
Supervises program staff and oversees scheduling, training and completing required documentation. This includes developing an individualized staff action plan for each person consistent with the individual's needs, preferences and personal goals; monitoring the implementation of the plan; conducting an annual and semi-annual case review; revising the plan and objectives as needed; completes monthly summaries of service.
Directly provides direct employment services as needed. Assures compliance with Employment Services’ standards and guidelines; completes weekly billing; DSP core competencies for all assigned supervised. Works collaboratively with Coordinator of Vocational and Employment Services to manage established departmental systems.
Reporting Relationship:
Receives administrative and program supervision from the Coordinator of Vocational and Employment Services; provides direct administrative and program supervision to Career Coaches as assigned.
Job Duties and Responsibilities:
+ Service Management:
+ Monitors all service activities to assure quality, continuity and comprehensiveness of service to program participants.
+ Demonstrates knowledge and compliance with regulations pertaining to the provision and documenting of assigned employment program and trains assigned Career Coaches on these regulations.
+ Develop and implement an organized method of supervision for Career Coaches to meet mandated regulatory and funding source requirements.
+ Ensures Career Coaches’ Staff Actions Plans, Services Plans, Monthly Summaries, Daily Notes, and all other required documentation for the service are completed and compliant with all agency standards and funding source regulations. Provides corrective remediation, dependent on the situation, to Career Coaches to ensure compliance.
+ Evaluates staff performance consistently with Agency performance and provides retraining to staff who are under-performing.
+ Participate in all the onboarding processes involved with bringing on new coaches, including interviewing, selecting, orientating, and training, new hires.
+ Service Administration and Coordination:
+ Assures that direct service activities are coordinated and carried out, and that all service records are adequately maintained.
+ Monitors and reviews assessments, assignments, and terminations, of individuals. Including reviewing individual staff action plans to ensure such plans are consistent with the individual’s needs, preferences, personal goals, and Lifeplan, to enable them to live, work, socialize, and participate in vocational activities; Tracks individual staff action plans to ensure they are completed in a timely fashion; Assures that all plans address individual participants oversight needs/safeguards consistent with the individual’s Life Plan.
+ Reviews daily and monthly progress notes for participants of vocational and employment services, to ensure that they reflect the participant’s response to services provided and to ensure compliance with all funding requirements; Tracks to ensure all progress notes are done contemporaneously to service provision.
+ Convenes staff meetings for the purpose of regular individual progress review, workload review, resolving case management problems, and disseminating information.
+ Recommends and/or coordinates staff training to ensure program quality and regulatory requirements are met.
+ Works with local high schools and post-secondary programs delivering Pre-ETS
+ Communicates effectively with funding sources, school district staff, employers and individuals circle of support
+ Under supervision ensures maximization of service units through monitoring billing and revenues.
+ Elicits from Individual, family, Care Coordinator, friends, and/or staff, what are the Individual's interests, preferences, and life goals, to develop an individual staff action plan.
+ Completes quality checks for all assigned individuals, ensuring that the individual is satisfied with service and in some cases supports are satisfied.
+ As necessary, develops individual staff action plan for designated employment services individuals consistent with the Individuals' needs, preferences, and personal goals to enable them to live, work, socialize, and participate in the community.
+ As required defines and implements specific vocationally orientated goals for individuals and assesses their progress on an ongoing basis. Assures implementation of service plan consistent with specified objectives and services.
+ Transports individuals, as needed, for vocational/programmatic services. e.g., tours of work sites, interviews, case conferences, mobility training, and emergency care when it’s non-life threatening, etc. Investigates and implements safe and efficient use of transportation systems for people, which includes mobility training.
+ Completes required OPWDD Innovations Training and ACCES-VR CASE trainings in time frame allotted to be cleared to provide and bill for Employment Services.
+ Monitors the completions of staffs required initial and annual OPWDD Innovations Training and ACCES-VR CASE trainings in time frame allotted to be cleared to provide and bill for Employment Services
+ Performs other duties as assigned
Qualifications and Education Requirements:
Bachelor’s Degree in Human Services or closely related field PLUS three years full-time paid direct service experience with the ID/DD field.
OR
Associate Degree in Human Services or a closely related field Plus five years of paid full-time direct service experience within the ID/DD field.
A valid New York State Driver’s License, approved driving record and reliable transportation. Will be required to travel to worksites through the WNY Area. Must be flexible in schedule to accommodate a variety of work placements.

Must have good communication skills, both oral and written, and the ability to supervise activities of program participants. Receive supervision instruction in a positive manner. Adhere to and administer Agency’s policies, procedures, rules and regulations. Maintain a professional attitude and appearance at all times.
+ Equipment Operation: The ability to operate household appliances, such as, washer, dryer, stove, etc.; operate office equipment, such as, computer, copier, fax machine, etc.; operate program equipment, such as, lifts, standards, exercise equipment, sensory equipment, etc.; operate agency buses and vans to include use of wheelchair tie down systems; etc.; Use household cleaners, chemicals, and ability to come in contact with normal household dust/dirt
