    Position: Coordinator of Vocation and Employment Services

    Purpose:

    The Coordinator of Vocational and Employment Services (VES) monitors all service activities of OPWDD Supported Employment & ACCES-VR services. This position also supervises a team of managers who work with various funding sources (ACCES-VR, OPWDD, etc.)

    Qualifications:

    + Master’s degree in human services (or similar) field AND 1 yr of full-time paid experience working with people with developmental disabilities

    + Bachelor’s degree in human services (or similar) field AND 3 yrs of full-time paid experience working with people with developmental disabilities

    + Associate degree in human services (or similar) field AND 5 yrs of full-time paid experience working with people with developmental disabilities

    + Valid NYS Driver’s License (w/ approved driving record)

    Responsibilities include, but are not limited to:

    + Develop and implements an organized program of supervision for Vocational & Employment Managers to meet mandated regulatory and funding source requirements

    + Assures that direct service activities are coordinated and carried out, and that all service records are adequately maintained.

    + Evaluate staff performance consistently with Agency performance evaluation guidelines and procedures; when appropriate recommends promotions, increments and terminations.

     

    Salary: $29.00 - $31.00 per hour (based on qualifications & experience)

    Job Title:

    Coordinator of Vocational and Employment Services

    Position Summary:

    Under supervision, develops, coordinates and supervises the service activities in Employment Services; reviews and approves all assessments, service plans, and monthly notes; assures compliance with Employment Services’ standards and guidelines; completes weekly billing; Resolves all billing issues; performs related duties, as assigned. Focuses on the development of new programing and new funding sources. Supervise a team of managers who work with various funding sources, ACCES-VR, OPWDD, Commission for the Blind and any new funding sources or contracts as assigned.

    Reporting Relationship:

    Receives administrative and program supervision from the Associate Director of Vocational and Employment Services; provides direct administrative and program supervision to Vocational and Employment Services Managers assigned to the Vocational and Employment Services Department.

    Job Duties and Responsibilities:

    + Service Management

    + Monitors all service activities to assure the quality, continuity, and comprehensiveness of OPWDD Supported Employment and ACCES-VR services.

    + Assures that services are delivered consistently with regulatory and funding source standards and guidelines.

    + Develop and implements an organized program of supervision for Vocational & Employment Managers in order to meet mandated regulatory and funding source requirements.

    + Evaluates staff performance consistent with Agency performance.

    + Monitors and reviews assessments, assignments and terminations and person’s employment plans to ensure such plans are consistent with the person’s needs, preferences and personal goals to enable them to live, work, socialize and participate in the employment; Tracks person’s employment plans to ensure they are completed in a timely fashion; Assures that all plans address person’s participants oversight needs/safe guards consistent with the person’s Life Plans.

    + Reviews monthly requirements: notes for participants of Supported Employment services to ensure that they reflect the participant’s response to services provided and to assure compliance with OPWDD and ACCES-VR funding requirements; Tracks to ensure all progress notes are done contemporaneously to service provision. Monitors and tracks Individualized Life Plans and Level of Care Eligibility (LCED) to ensure maximization of waiver funding for Supported Employment services.

    + Manages various data bases, electronic health records and OPWDD CHOICES

    + With Associate Director of Vocational and Employment Services, assures consistent implementation of services and supports.

    + Monitors implementation of service plan through records review, regular supervision, and consultation; as needed participates in case conferences; assures regular reassessment of habilitation plans; assures plans and monthly notes are completed in appropriate time frames.

    + Recommends and implements an organized program of supervision for staff to meet regulatory and funding source requirements.

    + With Vocational & Employment Services Managers, implements programs to assist people to obtain the most integrated level of employment consistent with person centered desires and program plans.

    + Understands agency policies and procedures, implements agency policy and procedures and trainings staff in any new and or updated policies and procedures

    + Recommends policy and procedure revisions, service agreements and fee schedules.

    + Assures safety of all employment participants through regular monitoring of work assignments and environment.

    + Promotes Employment Services to local school districts, parents, other professionals, community groups, other agencies, and support services to assure the provision of comprehensive services to program participants; writes and provides informational materials as requested or needed.

    + Researches and develops new employment programs for underserved population in consultation with the Director of Vocational and Employment Services

    + All other duties as assigned.

    + Service Administration and Coordination

    + Assures that direct service activities are coordinated and carried out, and that all service records are adequately maintained.

    + Evaluate staff performance consistently with Agency performance evaluation guidelines and procedures; when appropriate recommends promotions, increments and terminations.

    + Recommend selections and assignment of staff within assigned program units for approval.

    + Convenes staff meetings for the purpose of regular individual progress review, workload review, analyzing and resolving case management problems, disseminating information.

    + Recommends and/or coordinates staff training to ensure program quality and regulatory requirements are met.

    + Under supervision ensures maximization of service units through monitoring billing and revenues.

    + Reviews financial reports to ensure goals are met for budgetary purposes.

    + Assists in the evaluation of program effectiveness from previously stated goals, objectives and criteria and makes recommendations.

    + Ensures that all statistical and service records are adequate, accurate and up to date, and that required reports are forwarded as necessary.

    + Facilitates intradepartmental communication to promote effective provision of services for all program participants.

    Qualifications and Education Requirements:

    Master’s Degree in Rehabilitation Counseling, Psychology, Social Work or a closely related Human Services field PLUS one year full-time paid experience with developmentally disabled individuals.

    OR

    Bachelor’s Degree in Human Services or closely related field PLUS three years full time paid direct service experience with developmentally disabled individuals and one year of supervisory experience.

    OR

    Associate’s Degree in Human Services or a closely related field PLUS five years of paid full-time direct service experience with developmentally disabled individuals and three years of supervisory experience.

    PLUS

    A valid New York State Driver’s License, approved driving record and reliable transportation. Will be required to travel to worksites through the WNY Area. Must be flexible in schedule to accommodate a variety of work placements.

Receive supervision instruction in a positive manner. Adhere to and administer Agency’s policies, procedures, rules and regulations. Maintain a professional attitude and appearance at all times.

     

    + Equipment Operation:

     

    The ability to operate office equipment, such as, computer, copier, fax machine, etc.; operate program/building equipment, such as, electrical, lifts, standards, exercise equipment, sensory equipment, etc.; operate agency buses and vans to include use of wheelchair tie down systems; occasional snow shoveling, leaf raking, etc.; Use household cleaners, chemicals, and ability to come in contact with normal household dust/dirt.
