    Description

    PCSI is looking for a Buyer V (Engineering Tech V) at SWRMC-LLTM! Compile requests for materials, prepare and issue purchase orders, keep track of purchases and supplies, and handle inquiries about orders. Prepare solicitations, evaluate bids from potential suppliers, and execute the procurement action. May interview potential suppliers by telephone or face-to-face to check on prices and specifications and thereby put together spreadsheets with price comparisons and other facts about each supplier. This position will report to the Procurement Supervisor and is based at SWRMC-LLTM in San Diego. Typical works hours are Monday- Friday 7:00am-3:30pm.

    Benefits Include:

    + Base pay **of $39.50 an hour and $4.93 an hour for health and welfare.**

    What You'll Do as Buyer (Engineering Tech V):

    + Compile requests for materials, prepare and issue purchase orders, maintain accurate tracking of purchases and supplies, and respond to inquiries related to orders.

    + Prepare solicitations, evaluate bids from potential suppliers, and execute procurement actions in compliance with applicable regulations and internal procedures.

    + Conduct vendor outreach and negotiation to ensure best value and adherence to contract terms.

    + Interview potential suppliers by telephone or in person to assess capabilities, pricing, and product specifications; compile comparative analysis and supplier evaluation reports.

    + Expedite deliveries and proactively resolve delays or discrepancies in shipment and receipt of goods.

    + Maintain direct communication with internal requestors throughout the process to ensure clarity, completeness, and timeliness.

    + Resolve supplier inquiries and issues related to quality, timeliness, or invoice discrepancies.

    + Reconcile purchase orders with goods and services received; ensure timely communication and documentation for missing or late invoices.

    + Support the Procurement Supervisor by taking the lead on assigned procurement initiatives, including coordination of high-volume or high-priority purchases.

    + Assist in training and mentoring junior buyers, providing day-to-day guidance on procurement procedures, system use, and professional development.

    + Identify gaps in procurement processes and recommend process improvements or efficiencies.

    + Act as a point of contact for escalated vendor issues or complex orders.

    + Contribute to reporting and data accuracy for procurement metrics and compliance tracking.

    + Serve as a liaison between procurement and other departments to ensure cross-functional alignment and timely fulfillment of operational needs.

    + Participate in internal audits or reviews of procurement files to ensure compliance and readiness.

    + Represent the procurement team in meetings as designated by the Procurement Supervisor.

    + Perform other duties as assigned.

    What You'll Need to Be Successful:

    + High School Diploma or GED.

    + 3-5 years related technical or practical experience required relating to procurement or material control.

    + Requires extensive knowledge of Microsoft Office applications and PC functions, procurement/inventory software.

    + General knowledge of Navy procurement operations is required.

    Knowledge, Skills and Abilities:

    + Strong analytical and organizational skills.

    + Outstanding organizational and time-management skills.

    + Demonstrated ability to perform multiple assignments concurrently.

    + Demonstrated ability for long-term planning.

    + Must possess the ability to develop a positive working relationship with customers and employees.

    + Must possess good written and verbal communication skills.

    Other Requirements:

    + Ability to pass criminal, financial, drug, and driving screening.

    + Ability to work outside in inclement weather as needed and be exposed to various dirt, debris, and odors.

    + Ability to respond to after-hour emergency calls as determined by the Contracting Office Representative (COR).

    + Ability to work any time or day of the week, including weekends and holidays.

    + Ability to travel up to 25% locally.

    + Ability to be insured as an authorized driver for the Company.

    + Possess a valid driver’s license and maintain good driving record.

    + If required, ability to obtain and maintain security clearance and base access to assigned site(s).
